The ‘Basic Urban Plan’ is the highest statutory plan of urban planning that presents a desirable future image that the city should pursue and a long-term development direction by incorporating the contents of higher-level plans such as the National Land Comprehensive Plan and Metropolitan City Plan. It is a 20-year plan and is revised every five years. Pyeongtaek City’s urban management plan and plans for each sector are established according to the Basic Urban Plan.

The city presented a vision of a future city of ‘a city of inclusive culture that develops in balance with future industries’ through the operation of a citizen planning group and a survey of residents’ awareness. To this end, it presented three major goals: ▲a balanced city ▲a city with strong resilience ▲a city that pursues inclusive values, and introduced nine major strategies to implement them. The city set the planned population at 1,077,000, reflecting natural and social population growth, and explained the urban spatial structure and living area plan.

Mayor Jeong Jang-seon of Pyeongtaek City said, “This is an urban plan that aims for Pyeongtaek to grow together with future industries for the next 20 years, and we will promote it to grow into a sustainable city by reflecting the diverse and novel opinions of citizens.”
