Disagreements regarding the establishment of a customs terminal at this location
EASTERN SARAJEVO – The circuit of the company “Energoinvest rasklopna oprema” (RAOP) in Istočno Novi Sarajevo was razed to the ground, and the “Energocity” business zone is emerging on that site.
Work at this location began after the company “Sigma L”, owned by Mladen Lučić, bought the property of the former giant.
The story of RAOP is another story of failed privatization in Republika Srpska. In 2013, with the support of the Serbian authorities, the property was bought by Russian investors who founded a new company “Elektroinženjering”, and then gave it to the brothers Milan and Mario Keserović for management.
Milan Keserović, son-in-law of Zoran Tegeltija, will later buy the company “Elektroinženjering” from the Russians, and then push the devastated RAOP into bankruptcy.
All the assets of the former RAOP that were at “Elektroinženjering” were sold off.
The owner of the company “Sigma L” Mladen Lučić says in favor CAPITAL that he bought the property of the former RAOP from the company “Ban gradnja”.
“Ban gradnja” previously, he explains, bought the property from Keserović’s “Elektroinženjering”.
“It was about part of the property, and we bought the rest of the property from individual owners who were former employees of “Energoinvest””, stated Lucic.
It is about 150 dulums of land and a number of buildings, says Lučić.
Team CAPITAL-a made sure that only the administrative building remained of the former giant, which is being renovated, while all other buildings were completely razed to the ground. Lucic says that there is not even a cable left to use.
“We have a contract with a large logistics company from Serbia “Milšped”. A hall is being built, about 20,000 square meters for them, plus 50,000 square meters of manipulative space. We have already moved in the company “X Ekspress” and built a hall for them”, says Lučić, and adds that they expect to sign a contract with a large European car company in December, the value of the investment is estimated, he says, at around 80 million KM.
Will there be a customs terminal at this location?
“Sigma L” launched an initiative to open a customs terminal at this location, and this initiative met with the disapproval of the still current mayor of Sokoc, Milovan Bjelica, who believes that opening this terminal would close the terminal in Sokoc.
“The arrival of the terminal would increase the capacity of the business zone “Energocity”. We could build another 30,000 or 40,000 square meters of warehouse space, which would provide a large number of employees, but also large revenues for the city and municipality,” said Lučić, adding that he personally would like to see two terminals.
So far, there is no concrete answer from the Administration for Indirect Taxation of BiH about the initiative.
In their response to the City of East Sarajevo, they did not refer specifically to the initiative, but provided information on how the existing terminal in East Sarajevo, i.e. in Sokolac, operates.
In the answer, they state that there are five officers assigned to the Customs office in Sokolac, and a total of 10 workers in companies related to customs affairs. In addition, they state that last year the value of customs goods with duties was slightly higher than 80 million KM.
“This customs office is extremely local in nature and has a reduced volume of business“, he said to CAPITAL Mayor of East Sarajevo Ljubiša Ćosić.
He explains that they did not receive a concrete response from the ITA BiH to the initiative they sent, with which the City Assembly instructed him as mayor to engage in the strengthening of the existing terminal in Sokolac and the opening of a new one in East Novi Sarajevo.
“I am not a supporter of saying that we are shutting down Sokolac in order to open in East New Sarajevo, but I am a supporter of the principle of locating things where they can benefit the whole of East Sarajevo. It is estimated that the new customs office would bring a significant number of employees, two or three hundred, a significant number of companies and that a serious number of economic flows would be directed towards East Sarajevo. he said for CAPTIAL Ljubisa Cosic.
Ćosić adds that there are indications that it would be one of the strongest customs offices in the RS, after Banjaluka and Bijeljina.
We remind you that last week the company “Onogošt” from Sokoc received a notice from the ITA of BIH that they were terminating the lease agreement for the space for the Customs terminal. In explanation for CAPITAL stated that Sokolac is not the only case, and that a special team of the Administration determined that it does not meet even the minimum conditions for business, which is why, as they state, they will look for another bidder in Sokolac.
