VILNIUS – Representatives of the European Commission signed the Framework Convention of the Council of Europe on Artificial Intelligence (AI) on behalf of the European Union.

The signing took place at the informal conference of the Ministers of Justice of the Council of Europe in the Lithuanian capital Vilnius.

The parties to the negotiations were the European Union, other member states of the Council of Europe, the Holy See, the USA, Canada, Mexico, Japan, Israel, Australia, Argentina, Peru, Uruguay and Costa Rica.

As stated, the Framework Convention is the first legally binding international agreement on artificial intelligence and is fully in line with the EU Law on Artificial Intelligence, the first comprehensive regulation on artificial intelligence in the world.

The convention envisages a common approach to ensure that artificial intelligence systems are compatible with human rights, democracy and the rule of law, while enabling innovation and trust, the statement said.

The announcement on the website of the European Commission adds that the Framework Convention will be implemented in the EU through the Law on Artificial Intelligence. After signing, the Commission will prepare a draft decision of the Council of Europe on the conclusion of the Framework Convention, which should also be approved by the European Parliament.
