It has been reported that the Party Committee of Pyeonggang County, Gangwon Province, North Korea is promoting a project to support winter preparation for vulnerable groups in preparation for the cold weather.
According to a Daily NK source from Gangwon Province, North Korea on the 24th, the Pyeonggang County Party recognized that there were households that were unable to prepare for winter due to economic problems as the cold weather was approaching, and began a project to identify and help vulnerable groups.
Currently, the Pyeonggang County Party, with the cooperation of the county People’s Committee, has begun to understand the actual situation of each generation of the People’s Unit through district offices, and has reportedly established a policy to support winter preparations for vulnerable groups so that they can survive the winter safely by the end of this month.
It is said that the residents of Pyeonggang-gun are in a situation where their livelihoods are threatened because their crops have been ruined and business is not going well this year. Moreover, it is known that the living conditions of the vulnerable class are indescribably bad, with no food to cook, no firewood, and inadequate clothing to wear.
The source said that the living conditions of the underprivileged are just as bad as their living conditions. The ondols are all broken and the flooring is not in good condition, so even if a fire is started right away, the smell of burnt smoke will seep through the broken ondols, threatening their lives, according to the source.
The county party is identifying the situation of these vulnerable groups one by one and is stating that it will support not only items such as food, firewood, clothes, and blankets to prepare for the cold winter, but also home repairs and installation of windbreak devices.
The source said, “County party workers are running around with the will to help economically difficult residents by any means possible, but this move is not getting a positive response from residents.”
Rather, the residents of Pyeonggang-gun are looking at it with suspicious eyes, saying, “There is nothing in the county, so how are we going to solve so many problems such as food and firewood?”
In particular, residents are said to be pouring out negative reactions, saying, “It is obvious that they will ask other residents to pay for what the county does not have, but this is also a problem,” and “Everyone is in difficult economic times, so who will feed whom?”
The county party is at a loss as to how to provide practical support, and the response from residents is not as positive as expected, but the county party is nevertheless committed to promoting winter preparation support projects for the vulnerable and has announced that it will even consider mobilizing resources if necessary, the source said.
