Russia has carried out a major reform of its nuclear doctrine – it allows it to strike in response to a drone attack

The largest reform of nuclear doctrine since Soviet times was approved in Russia by Vladimir Putin. The tough new document makes it legal to use nuclear weapons in response to an attack by drones or conventional cruise missiles, and even to conduct exercises close to the border.

New version of the “Fundamentals of the State Policy of the Russian Federation in the Field of Nuclear Deterrence” approved November 19 by decree of Vladimir Putin. Compared to the 2020 edition, it now includes a clause on the conditions for the use of nuclear weapons.

In order for its use to become legal, “reliable information about the massive launch (take-off) of aerospace attack weapons (strategic and tactical aircraft, cruise missiles, unmanned, hypersonic and other aircraft) and their crossing of the state border of the Russian Federation is sufficient.” .

The use of Western non-nuclear missiles by Ukraine against Russia under the new doctrine may entail a nuclear response, noted presidential press secretary Dmitry Peskov.

In addition, nuclear weapons can be used if “aggression” is carried out against Russia and Belarus, which poses a threat to their “sovereignty and territorial integrity.” An earlier version of the doctrine did not mention Belarus and referred only to a threat to “the very existence of the state.”

About military coalitions

Separately, the doctrine describes cases of aggression by a state from a military coalition. This will be considered aggression by the coalition as a whole.

“Aggression against the Russian Federation and (or) its allies by any non-nuclear state with the participation or support of a nuclear state is considered as their joint attack,” the doctrine says.

The creation or expansion of existing military coalitions that bring their military infrastructure closer to Russian territory could become a threat subject to nuclear deterrence.

According to the document, “the creation of new or expansion of existing military coalitions (blocs and alliances), leading to the approach of their military infrastructure to the borders of the Russian Federation” is a danger that “depending on changes in the military-political and strategic situation can develop into a military threat to the Russian Federation and to neutralize which nuclear deterrence is carried out.”

Even “planning and conducting large-scale military exercises near the borders of the Russian Federation by a potential enemy” refers to such threats that could be followed by a nuclear response.

Former Russian President Dmitry Medvedev in connection with the new document announced World War III: “The use of alliance missiles in this way can now be qualified as an attack by the bloc countries on Russia. In this case, the right arises to retaliate with weapons of mass destruction against Kyiv and the main NATO installations, wherever they are. And this is already WWIII.”
