Russia plans to limit the issuance of SIM cards. Now it is not enough to show a passport, biometrics or government services are required

The Ministry of Digital Development plans to change the rules for the provision of telephone services.

They will be adjusted in connection with the law on the purchase of SIM cards signed by Putin. Thus, to conclude a contract, they may introduce identity verification: for foreigners by biometrics, and for citizens of the Russian Federation – by biometrics, using a passport and the state services portal or through an organization authorized by the Cabinet of Ministers.

If a subscriber exceeds the allowed number of SIM cards, operators will notify them. If they do not reduce it, all numbers will be blocked. What are the restrictions:

• for Russians: no more than 20 SIM cards
• for foreigners: no more than 10 SIM cards

The issue with SIM cards for Russian citizens can be resolved by November 1, 2025, and for foreigners – by July 1, 2025.

Finally, it will be possible to pay for communications in cash only in organizations authorized by the government and only upon confirmation of the payer’s identity. (TASS)
