The creation of 5G networks in the capitals of Russian regions by 2030 based on domestic equipment will require up to 629 billion rubles in investments, of which only 27 billion rubles can be received from the budget. This is reported by Kommersant, citing data from the preliminary version of the federal project “Infrastructure”, which is part of the national project “Data Economy”.
The document states that 27 billion rubles may be allocated from the state budget to create 5G networks in 89 cities-administrative centers of the subjects of Russia by 2030, while 602 billion rubles are planned to be raised from telecom operators. According to the developed plan, 106 thousand domestic 5G-Ready base stations should be deployed in cities by 2030, with 10 thousand stations to be installed as early as 2026. As part of this project, the share of the country’s population with access to 5G networks will be 25% by 2030. The project also states that from 2026, telecom operators will spend a total of 54 billion to 164 billion rubles annually to build 5G networks.
Let us recall that in March of this year, the State Commission on Radio Frequencies approved the construction of 5G networks in the Russian Federation using only domestic equipment. However, at the moment, there is no serial production of base stations in the country, but their development has been carried out since 2022 by the companies Irtea (50% owned by MTS), Bulat (51% owned by Rostelecom) and KNS Group (an electronics manufacturer, the Yadro brand, is part of ICS Holding).
To purchase the necessary equipment, it is assumed that telecom operators will be able to receive preferential loans, the rate of which will be subsidized for banks. The rate and the amount of necessary subsidies are not specified in the draft document. An informed source familiar with the progress of the project explained that the size of the preferential rate and the amount of funds for subsidizing banks have not yet been worked out, and the project passport has not yet been approved by the Ministry of Finance. The draft also indicates that by May next year, a reduction factor will be introduced for telecom operators’ fees for the use of the radio frequency spectrum (0.1 for radio electronic equipment below 6 GHz and 0.001 for radio electronic equipment above 6 GHz) for 5G networks and their subsequent modifications.
