Although the article in question does not specifically mention the intervention of the USA, Samsung has notified the affected Chinese customers that the supply of AI-tailored chips manufactured using a 7 nm or more modern process will be suspended. For this reason, it is likely that the US pressure is also behind the decision of TSMC and Samsung.
This puts China in a particularly difficult situation, since with the elimination of the two largest contract manufacturers, they have to build on SMIC, a company that is technically far from the level of TSMC and Samsung. Although they are theoretically capable of producing 7 nm wafers, they do so with very outdated equipment, which greatly increases the cost of production, and the output is probably not favorable either.
