Illegal businesses on the coast are no longer limited to boiled corn, sold on the beach, or ornaments sold untaxed, at stalls. A lot of money is made from this too, but it has gone to a higher level, because no one is in control anyway.
This year even restaurants, terraces, patisseries with famous names, and even accommodation spaces in “show-rooms” located on the beaches, were opened. Several owners of legal businesses in Vama Veche explained to us that since May 1 they have noticed how checks from all institutions come to them, but some are simply bypassed.
“We found out that exactly those who were never disturbed by controls from ITM, ANPC or ANAF would have opened without permits and would have remained so since the beginning of the season. I sent several notifications to all the institutions, but only on Saturday did the ANPC come to control, from Bucharest. That’s the only way they were closed, because they didn’t have permits”, explained the owner of a terrace in Vama Veche.
After the notification received last week, the general director of ANPC, Paul Anghel, went to Vama Veche, for control, on July 13, within the framework of the Coastal Command 2024, closing several economic operators: SC Vama Veche 4You Resort SRL, Shaormeria Băneasa and the Restaurant Corsarul SC, Serviciu Alimentie Colectiva SRL, SC Brissemar Gold SRL, SC Simigeria Matei Patiserie SRL, SC Dumitru Hori Litoral SRL and SC Pura Vida Sky Bar SRL.
Paul Anghel stated for Jurnalul that all the big names on the list of businesses that were closed are franchises, and some were operating without any kind of authorization, while the companies from which they took over the franchises were not even notified that under their names illegally opened terraces, restaurants or patisseries by the sea, bringing them also a damage to their image, after the scandal.
On the street, central, but bypassed by the controls
All those imprisoned were carrying out their activity, for two and a half months, in the most visible places, without operating authorizations and without construction authorizations for the spaces used, but the Limanu City Hall, to which Vama Veche belongs, did not act in any way, throughout this period.
ANPC announced that “in the case of two checked units, their representatives showed aggression towards the control teams, so it was necessary to request the support of the County Police Inspectorate”, and the general director of ANPC also said that on Saturday evening, just after when the closure was ordered, Shaormeria Băneasa was open again.
“We went, Sunday morning, again, to seal all around. They will be able to open only after obtaining the authorizations. Including the Local Police, I also talked to the deputy mayor. I found a boy from Brașov who doesn’t have any kind of authorization, one makes some houses that he presents in a kind of showroom, then rents them out, without any kind of authorization. I talked to him and asked him if he at least tried to obtain authorizations for the activity, but he didn’t even think about entering into legality”, says the ANPC director.
Illegals have been notified that control is coming
Some businesses in other resorts are also illegal. Some beach administrators reported to the authorities that this year they lost the sectors for which they had contracts and saw how others appeared in their place, who began to set up sunbeds and collect money, untaxed, without having participated in any auction . They even placed public toilets and beach bars, from one day to the next.
“I, in order to open the beach bar on the beach, submit all the documentation and wait two months for the necessary authorizations, and after we lost the beach sectors, when the contracts expired, and no other tenders were held, they came some brought a container, and the next day they opened a beach bar”, says the representative of a hotel on the edge of the Olimp resort.
The situation on those sections of the beach has been partially remedied, according to an article published by Jurnalul, but our sources say that those who had engaged in illegal business on the beach were notified, in the evening, that a control would come from Apele the next day Romanians, from Bucharest, and collected the sunbeds. “We found out that the notification we made for those who illegally sat on the beaches for which there was no longer a tender went exactly to those who helped them spread the sunbeds there and collect money on them” , says the hotel representative.
To the request we made to Romanian Waters, we were answered that the inspectors who go to the field to make checks will stay for several days, so that they will report if illegal economic activities are carried out there, but the sunbeds collected before the arrival of the team from Bucharest remained in the same position, for almost a week, on the beach, which shows that they expect the withdrawal of those sent to do the checks, so that the illegal activities can start again. Apart from the checks from Romanian Waters, those from ANAF should also have come, but no one bothered those who collect money illegally, on those sections of the beach.
Big businesses are periodically sabotaged
While illegal businesses thrive and go unchecked for months, problems arise with hotels in which tens of millions of euros have been invested. Almost every summer there is a food poisoning scandal right at the height of the heat wave. Such a situation was at the Phenicia Blue View Resort Hotel – Belvedere Neptun-Olimp Panoramic Amphitheater Complex on Tuesday, when an emergency intervention was announced after a group of tourists allegedly got food poisoning, then it was said that the hotel guests were allegedly poisoned with too much chlorine from the pool, but yesterday other information appeared, according to which the allergic reactions of the tourists were caused by the fact that he urinated in the pool, and in combination with the substances used to disinfect the water produced unexpected chemical reactions.
From the ANPC we received clarifications regarding the results of the checks made at Mohammad Murad’s complex at Neptun-Olimp, where no irregularities were found, and Paul Anghel says that he cannot comment on the causes that determined the intoxications. Water samples were taken from the pool and lab results are awaited. The representatives of the hotel communicated that the situation arose because of the urine in the pool water, in combination with the cleaning chemicals, and they have already brought samples that are being analyzed.
After such negative publicity, a large hotel always suffers significant losses, and Murad is not the first victim of such an action. It happened to him before in 2014, with a false allegation of food poisoning, which was later found to have been caused by tourists coming into contact with other contaminated sources outside of the Phenicia Hotel on the seaside.
It also happened in the case of other large hotels, an example being the Mera, in Venus, where even after the renovation that cost around 12 million euros there were accusations related to a food poisoning, but two weeks after the scandal appeared in the press it was proven that the infection came from the seawater, not the hotel. In all these cases, the owners usually accuse the authorities of sabotage.
