According to the city on the 26th, the issuance will be implemented with the resolution of a partial amendment to the ‘Enforcement Ordinance of the Resident Registration Act’, which stipulates the issuance process and security measures for mobile resident registration cards ahead of the enforcement of the related revised ‘Resident Registration Act’.

The issuance period is approximately two months from December 27, 2024 to February 7, 2025, and will first be pilot operated in nine cities, counties and districts, including Sejong, Seo-gu, Daejeon, Goyang, Gyeonggi-do, and Yeosu, Jeollanam-do.

Accordingly, residents with addresses in Sejong City can now use mobile resident registration cards before other cities and provinces.

However, to issue a mobile resident registration card, you must visit the administrative welfare center in your jurisdiction.

The issuance method can be issued using a disposable information pattern (QR) code or by replacing the physical resident registration card with a resident registration card with an integrated circuit (IC) chip.

If you are issued a mobile resident registration card using a disposable information pattern (QR) code, you can receive a mobile resident registration card immediately upon application. However, if you change your mobile phone, you must visit the Administrative Welfare Center again to reissue the mobile resident registration card.

If you replace your physical resident registration card with a resident registration card with an integrated circuit (IC) chip, you can get a mobile resident registration card by tagging your resident registration card with your mobile phone. Even if you change your mobile phone, you can have it reissued without visiting the Administrative Welfare Center.
