In many places in Latvia, new developers of apartment building projects choose a solution where the electricity connection is one for the whole house or even for several houses. As a result, residents, when buying or renting housing, end up in the role of sub-users in such projects. In order to solve the problem of sub-users and prevent their number from increasing, the Ministry of Economy should make amendments to the regulatory acts regulating construction by the end of this year. They should provide for prohibiting the implementation of such solutions in the electrical installation, in which only one electricity system connection would be provided to all multi-apartment buildings or a group of buildings.

Historically, the problem has existed, taking into account the shortcomings of the regulatory acts regulating construction, thus preventing these households, which have reached the status of sub-users, from enjoying the opportunities of the free electricity market. Namely, these users cannot choose their electricity trader and conclude a contract by themselves, choosing the most suitable trader and product with the most favorable price for them – variable (exchanges), fixed, as well as choosing the most appropriate form of payment, explains the Ministry of Climate and Energy.
