State institutions and companies can no longer buy office furniture and cars in 2025. What exceptions does the “train ordinance” provide

The emergency ordinance published on Sunday, December 29, by the Ministry of Finance, which includes austerity measures aimed mainly at the public system, provides several prohibitions for public procurement. In the following year, state-owned institutions and state-owned companies will not be able to buy or lease cars or furniture, according to the memorandum.

The so-called train ordinance blocks state employment and significantly reduces the volume of public procurement. The proposed exception is if these categories of goods are necessary for carrying out the object of activity.

“It is proposed to prohibit, in the year 2025, the purchase, leasing or rental of cars, furniture and office equipment, by public authorities and institutions, regardless of the way of financing and subordination, as well as by economic operators that apply the provisions of the Ordinance Government no. 26/2013, with the exception of those necessary to carry out the main object of activity”, se show in the explanatory note published by Finance.

In the text of the ordinance, it is mentioned that “in 20244, starting from the date of entry into force of this emergency ordinance, credit orderers (…) cannot organize public procurement procedures and cannot enter into legal commitments for (…) office supplies”, among others.
