The agreement on the recognition of visas between Russia and Belarus has come into force

The agreement signed on June 19, 2020 came into force on January 11, 2025. Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on mutual recognition of visas. This means that foreign citizens crossing the borders of one of the two states with an appropriate visa and a passport recognized by both countries can enter the neighboring agreement state during the period of the current visa without issuing additional documents.

Representatives of the Russian Foreign Ministry clarifythat this rule applies in the case when both Russia and Belarus, in accordance with international treaties, provide for a visa-free regime for the country from which the guest is arriving. “If the specified persons have a visa-free regime in one country and a visa regime in another, then to enter the latter and stay there, in addition to an identity document, a visa will be required.”

The length of stay is calculated from the moment of crossing the border of one of the agreement states through all checkpoints on the border, no matter how the guest travels – sea, rail, air. Special requirements are imposed on road traffic: travel is possible only through six checkpoints specified in the annex to the agreement:

  1. Yukhovichi – Dolostsy (Opochka – Novopolotsk),
  2. Ezerische – Nevel (Kyiv – St. Petersburg),
  3. Liozno – Kruglovka (Vitebsk – Smolensk),
  4. Radishes – Krasnaya Gorka (Minsk – Moscow),
  5. Zvenchatka – Dubovychka (Bobruisk – Moscow),
  6. Selishche – Novozybkov (Gomel – Bryansk).

“Each party reserves the right to refuse entry or reduce the period of stay on its territory of any foreign citizen or stateless person, as well as to verify their compliance with the rules of entry, exit, transit or stay,” the agreement says.
