The Ministry of Natural Resources and Spatial Affairs submitted for public discussion a proposal to amend the rulebook on the efficient use of energy in buildings, from which it withdrew the article that provided for a ban on the installation of electric boilers and some other heat generators after the New Year. Comments are accepted until November 26.

The Ministry deleted from the rulebook the regulation that refers to the restriction of the installation of electrical devices for heating buildings and boilers for the preparation of hot sanitary water, if the electricity is obtained from the public electricity network or another source where the electricity is not obtained from renewable energy sources. The regulation on the efficient use of energy in buildings was adopted at the beginning of May 2022 and stipulates that the use of heat generators such as boilers, IR panels, electric radiators and underfloor heating is not allowed, and it should come into force in the new year.

Just for new buildings and (complete) reconstructions

The change was announced by the minister at the beginning of the month Jože Novakafter challenging the restrictions in public. As Novak pointed out at the time, national goals regarding the use of energy must be achieved in a more life-like way. With the deletion of Article 17 of the regulations, there are no longer any restrictions regarding the re-installation of electric boilers in existing buildings, if it is a matter of maintenance work. The regulations allow the direct use of electricity for heating and the preparation of hot sanitary water, if it is a matter of building maintenance, since the text only addresses new buildings and (complete) reconstructions. An exception has also been added for cases where, during the reconstruction, the installation of heat generators and devices for the preparation of hot sanitary water is not technically feasible.

It is also allowed to replace a gas heating device in a non-condensing (technically outdated, but in practice existing) version, if it is a temporary and urgent solution, which eliminates the potential embarrassment of changing furnaces and (current) gas water heaters in multi-apartment buildings.

Additional financial incentives for replacing existing devices

In the meantime, the Ministry of Environment, Climate and Energy, in order to pursue the goal of reducing energy use for the operation of technical building systems in existing buildings, is preparing solutions to provide additional financial incentives for the replacement of existing devices with more efficient solutions for the preparation of hot sanitary water. Additional funding for incentives will be provided, among other things, through the Eco Fund and the Social Plan for the Climate. They also reminded that it is possible to apply for non-refundable incentives or credit through various public tenders.

The Ministry of Natural Resources and Space has published the proposal for amendments to the rulebook on the e-democracy portal, and comments are being accepted until November 26.
