The Central Bank of Russia has published a detailed procedure for challenging a loan taken by fraudsters on behalf of another person on State Services. The first step is to request credit history information and obtain an extract, then write to the bank or microfinance organization a statement stating that the agreement was signed by criminals. Then you need to contact the police with a fraud report, receive a notification coupon, send it to the creditor and wait for a response within 15 business days.

If attackers were able to gain access to an account on State Services and issued a loan in the name of its owner, then the bank’s decision can be challenged. The Central Bank described a detailed procedure for action in such a situation in its official Telegram channel.

First of all, experts advise requesting information about your credit history through State Services. Information about the location of its storage is in the Central Catalog of Credit Histories (CCCH). However, if access to “State Services” is lost, it will not be possible to send a request to the Central Control Commission through the portal.

In this case, the certificate must be ordered directly from the Central Control Commission. If the victim knows his credit history subject code, he can do this through the Bank of Russia website. This code can be found in the loan agreement or checked with a bank or microfinance organization (MFO). If the code is unknown or the citizen has never taken out a loan, it can be determined through any bank, microfinance organization, consumer credit cooperative, credit history bureau, post office or notary.

After determining where the credit history is stored, you should request an extract. As noted by the Central Bank, information about debts is updated in history within two working days.

In addition, the victim may request an internal investigation and confirmation of the documents on the basis of which the money was issued, along with the details of the recipient of the funds. The second copy of the statement of disagreement in paper form must be marked with an acceptance mark so that the document is not “lost.”

After this, on the advice of experts, you need to contact the police with a statement of fraud, attach a copy of the statement to the financial institution, as well as all documents or responses received from it. In this case, it is necessary to indicate all the circumstances confirming the non-involvement of the victim: for example, details of the SMS for the period in which the loan was issued, the time of the hack, scans of emails from State Services and any other available information.

The notification coupon received from the police will need to be sent to the bank or microfinance organization that issued the loan. The financial institution must respond within 15 business days. At the same time, she can cancel the debt or refuse the corresponding request.

The Central Bank itself will make sure that the creditor took a responsible approach to considering the client’s complaint, and if the answer was given simply formally, the Bank of Russia will consider the complaint personally. However, as experts note, the debt can be written off or compensation can only be paid through the courts – the Central Bank is unable to influence this.

Earlier it also became known that scammers began sending fake housing and communal services receipts to Russians. Evgenia Lazareva, coordinator of the Moshelovka Popular Front platform, spoke about this in a conversation with Izvestia.

According to her information, scammers began sending citizens by mail a document similar to a real receipt for payment for housing and communal services. “The victim pays for these services, and later a real receipt arrives (or it is stolen by scammers, and a month later a debt receipt from the management company arrives),” the expert explained.

In addition, the QR code for payment on the form may contain a link that, when clicked, will download malware that will provide remote access to bank and State Services applications. Therefore, the victim may lose not only the money that he transfers to the scammers, but also all his savings, Lazareva warned.

The specialist added that another of the most common criminal schemes is related to the verification and replacement of water meters. Criminals replace a normally working meter for money or force you to pay for an allegedly performed verification.

Another favorite scheme of criminals is sending out fake debt notices. Fraudsters often offer victims to pay off non-existent debts and also offer to purchase “miracle devices” at a discount, Lazareva said.
