According to the mayor, in 2023 Omsk became an active participant in the federal project “Clean Air” of the national project “Ecology”. 2,354 households have already been gasified. This means that the same number of stove pipes have stopped smoking. The price of the issue is 329 million rubles.
The solid waste landfill in the Central District, which was reclaimed ahead of schedule last year, will not poison the atmosphere either. Similar work is in full swing at three more sites in the Sovetsky, Kirovsky and Leninsky Districts. The total investment in the reclamation of city landfills is eight billion rubles.
Build bridges
With the help of national projects, the city and region manage to attract significant funds for the development of transport infrastructure.
– Last year, major repairs of the Leningradsky Bridge began. Now, after its completion, we have essentially received a new engineering facility that meets all modern requirements, which will serve Omsk residents for at least half a century without serious intervention. An interchange has appeared next to the renovated bridge. The total investment in these two projects exceeded 2.1 billion rubles, – said Sergey Shelest.
At present, design and estimate documentation for the repair of two more bridges is already ready: the 60th Anniversary of the Komsomol (across the Irtysh) and the Komsomolsky (across the Om). Both objects will be brought up to standard under the national project “Safe and High-Quality Roads”.
“We expect to begin repairs to the bridge near the television center, which will cost more than three billion rubles, this year,” the city’s mayor said.
In 2023, the implementation of another important project for the development of transport infrastructure began: the reconstruction of 10 Let Oktyabrya Street – Syropyatsky Trakt. The main work is to be completed this year. The volume of investments exceeds one billion rubles. The new four-lane road will significantly relieve the eastern part of the city and will become part of the updated transport corridor duplicating the federal highway.
According to the mayor, comprehensive road repairs under the national project are being carried out significantly ahead of schedule. Last year, road workers began work on Zaozernaya, Volochayevskaya, Omskaya streets and on Teatralnaya Square ahead of schedule.
– In total, during the reporting period, under the national project, we managed to put in order fourteen roads with a length of more than sixteen kilometers. And this does not include emergency repairs of the road surface on sections with a total area of 478 thousand square meters, – reported Sergey Shelest.

Collection of tasks
One of the most complex and large-scale problems of Omsk’s social infrastructure, which the municipality began to solve last year, is the major overhaul of schools.
– Thanks to federal support, School No. 3 and Gymnasium No. 75 have already been completely renovated, and fourteen more facilities are next in line. The renovation is already in full swing here. The list includes Schools No. 11, 14, 18, 21, 56, 71, 79, 82, 91, 107, 118, 129 and 133, as well as Lyceum No. 29, after which more than twelve thousand young Omsk residents will be able to study in normal modern conditions, – the mayor noted.
As part of the national project, the facade and roof of the Children’s Art School No. 2 named after Alexander Tsygankov were renovated. And two institutions of additional education were added to the IT-cube technology parks, and mobile digital classrooms appeared in three more.
In his report, Sergey Shelest also spoke about the work of the road management and improvement department. The personnel situation and equipment of an important city department leave much to be desired. According to the standards, 1,840 units of equipment and 5.5 thousand workers should be involved here. But in fact, there are only 710 machines, 72 percent worn out, and slightly more than one and a half thousand employees. The situation, frankly speaking, is not easy. Nevertheless, the administration is systematically solving complex problems.
– So, last year 23 units of new special equipment were purchased. And we will definitely continue this work on a systematic basis. There are corresponding agreements with the governor. Today we are jointly working on the issue of receiving one billion rubles within the framework of the national project for the technical re-equipment of the UDHB. We plan to purchase street sweepers and combined road machines that run on methane, – explains Sergey Shelest.
A hangar with an area of six thousand square meters, capable of accommodating three hundred vehicles, was built and equipped specifically for storing road equipment on the Left Bank. And the enterprise now has the opportunity to quickly carry out a whole range of road maintenance work both in the spring-summer period and in winter. And in order to attract personnel, a number of important decisions have been made, including a gradual increase in salaries.
– I would like to emphasize: not to the administrative and management apparatus, but to those who remove snow, repair roads, and take care of green spaces, – the mayor emphasizes. – In January, wages were already indexed by fifteen percent and now average 53.5 thousand rubles. We plan to continue increasing them further. Thus, together with the regional government, we are working on the possibility of increasing the wages of road maintenance workers by 35 percent.
They add speeds
Sergey Shelest also spoke about the situation at city construction sites, where things do not always go perfectly. Last year, contractors were replaced at three sites at once, unable to fulfill their obligations. Therefore, to complete the construction of a school in the Serebryany Bereg microdistrict, an apartment building on 6th Stantsionnaya Street, and the major repairs of Gymnasium No. 88, new ones had to be found. And to prevent the situation from repeating itself, efforts had to be combined with supervisory authorities and regional authorities.
It is not easy, but the problem of personnel shortage in municipal public transport is being solved. Now the average driver’s salary has reached seventy thousand rubles. And new cars attract young people.
– The systematic renewal of transport has become a stable positive trend. Thus, last year we received thirty new environmentally friendly buses and forty trolleybuses, including thanks to national projects, – says the mayor.
The infrastructure budget loan funds allowed specialists to begin the reconstruction of the Architects’ Boulevard (this is almost two billion rubles). To complete the construction of new traction substations and additionally lay the contact network. The plans for the next six months include launching new trolleybus routes, which will significantly improve the transport service for residents of the Left Bank.
– I believe that the direction of development of our public transport has been chosen correctly. According to the results of last year, passenger traffic increased by 13.7 percent, reaching 89 million passengers, – said Sergey Shelest.
The mayor also noted the ongoing cooperation with philanthropists. By the end of 2023, seventeen more agreements were signed on school repairs and improvement of city squares. Thanks to the participation of philanthropic investors, a monument to the founder of Omsk, Ivan Bukhgolts, appeared on the Irtysh embankment. A unique Alley of Olympic and Paralympic Champions was opened on the Om embankment. And the tallest flagpole in the city with the national flag of the Russian Federation was installed on the territory of the Omsk Fortress.
Meanwhile
Sergey Shelest announced the introduction of an additional payment for Omsk residents who have signed a contract with the Russian Armed Forces. From August 1, in addition to the existing federal and regional support measures, which together amount to five hundred thousand rubles, another payment will be in effect – a municipal one – in the amount of one hundred thousand rubles. Deputies of the Omsk City Council supported this initiative.
