In the draft of the Energy Development Strategy in Serbia until 2040 with projections until 2050, for which the Ministry of Mining and Energy launched a public discussion, it is stated that the first nuclear power plant in Serbia could appear online before 2050.
Such a change in the power sector would enable the transformation of other energy sectors with the aim of their significant decarbonization, and it is expected that in the period after 2040, technologies for the production and storage of green hydrogen will be available and commercially available to a significant extent, he writes. In the Integrated National Energy and Climate Plan for the period up to 2030 and the vision up to 2050, the participation of nuclear energy in the energy mix of the Republic of Serbia is predicted, with a conservative forecast of putting the nuclear power plant into operation in 2045.
While the draft Strategy states that “taking into account the roadmap for the development of the nuclear program, as well as the planned lifting of the moratorium on the construction of nuclear power plants in Serbia, if all the necessary activities before the start of construction, as well as the realization of the construction project itself, would be carried out within the defined deadlines , the construction and commissioning of a nuclear plant can be considered in the period up to 2040”.
It is recalled that, apart from the fact that the Law on the Moratorium on the Construction of Nuclear Power Plants has not yet been repealed, Serbia does not have balance reserves of nuclear raw materials, and that there is no regulatory and administrative framework that would regulate the construction and operation of nuclear power plants, nuclear fuel production facilities and facilities for the processing of spent nuclear fuel.
The authors point out that nuclear energy is a clean energy source from the point of view of the emission of greenhouse gases and local pollutants, and it also enables the diversification of the electricity production structure at a reasonable price – high capital expenditures are compensated by low variable production costs in the long term. From the point of view of energy security, it is almost entirely about imported technology, based on imported fuels.
However, nuclear units represent a very reliable source of energy, intended to cover the base load, with zero emission of pollutants into the air.

Citizens and the professional public can give remarks, suggestions and comments on the text of the Strategy proposal at public events that will be held: in Belgrade, on July 26 at the Chamber of Commerce of Serbia, then in Nis, on July 30 at the premises of the Regional Chamber of Commerce in Nis and in Novi Sad, on July 31 in the Regional Audit Chamber of Novi Sad.
