Among the key topics of the forum, which will be held on December 12-13, 2024 in St. Petersburg, is the issue of migration policy, which is closely related to the problem of solving the personnel shortage in the Arctic zone.
Today, the topic of control over migrants has become especially relevant. On November 21, Deputy Chairman of the State Duma of the Russian Federation Irina Yarovaya and the State Duma Control Committee addressed the head of government Mikhail Mishustin with a request to establish migration parameters. Deputies asked to establish clear parameters for the quantity and quality of labor resources attracted from other countries, as well as their justification taking into account the needs of the labor market.
It is noteworthy that among the instructions given by the Chairman of the Russian Government following the results of the strategic session dedicated to the development of the Arctic, there is also an order to determine personnel needs by January 15, 2024.
Today, 2.6 million people live in the Arctic, while the macroregion occupies 28% of the country’s territory and serves as a storehouse of oil, gas, and solid minerals. Throughout the history of the development of the Far North, migration has been one of the most important factors in the development of the macroregion. Even today, the existing composition of permanent residents does not allow meeting the needs of Arctic megaprojects for personnel with appropriate qualifications. At the same time, concerns have been expressed that the attraction of low-skilled migrants could push back the tasks of training domestic specialists.
«State regulation measures regarding attracting migrants need to be expanded and detailed taking into account the Arctic specifics in terms of economics, security, social stability and the natural environment, so it was decided to pay special attention to this topic in the business program“- note the forum organizing committee.
Among the questions to be addressed are: How does the recruitment of often unskilled workers from other countries relate to national security issues in the current international environment? What is the real need for migrants? Who are these people who are going to work in extreme conditions and on whose quality of work the economic and energy security of the country depends? Preservation of fragile ecological systems and ethnographic identity? Is there adequate control over these issues? What decisions regarding migration and personnel policy should be included in the updated Arctic Zone Development Strategy?
A separate topic is the formation of institutions of public control over migration flows in the Arctic zone and the labor market.
Strategic initiatives developed during the interaction between government representatives, business circles and the public will be reflected in the Resolution, which will be sent to the relevant authorities to improve legislation in the field of sustainable development of the Arctic.
