The Ministry announced a new Competition; here’s what you need to know

The competition for the distribution of funds for the performance of works on the protection, arrangement and use of agricultural land in 2024 aims to provide the necessary funds for various works in the field of agriculture. This competition defines the necessary documentation with the application, the application form, as well as other criteria for exercising the right to use the funds. Funded works include fertility control of arable agricultural land, compaction and procurement of new irrigation equipment. All works will be carried out on the territory of the Republic of Serbia, with the exception of autonomous provinces.

Beneficiaries of funds can be different organizations and individuals. Among them are authorized organizations, local self-government units, natural persons, scientific research organizations, educational institutions, business companies, entrepreneurs and agricultural cooperatives. Funds for controlling the fertility of arable agricultural land are provided from the budget of the Republic of Serbia, and the amount can be up to 4,000,000 dinars, whereby the participation is up to 100% without VAT.

Basic soil fertility parameters are determined by laboratory analysis, and important parameters include pH value, content of organic matter, nitrogen, phosphorus and potassium. Authorized organizations that are registered in Serbia and meet certain criteria, such as submitting requests and performing analyzes on cadastral parcels, are entitled to the funds. The amount of funds can cover up to 100% of the value of the established basic parameters of fertility, with a maximum of 2,000 dinars per sample. The competition is open until October 31, 2024, and the Ministry of Agriculture determines the fulfillment of the conditions and concludes contracts on the use of funds with selected beneficiaries.

Competition in more detail

In addition, funds are earmarked for pooling, with a total amount of up to 95,225,616.57 dinars. At the same time, the participation of the state can be up to 70% without VAT. Local self-government units can use these funds to carry out geodetic-technical and investment works. They include clearing of trees, construction of field roads, sewage networks and drainage, as well as development of compaction programs. The basic conditions for exercising the right to funds include the adoption of the Economic Program for the Protection and Development of Agricultural Land for 2024, the adoption of the consolidation program and the provision of at least 30% of the value of the works from other sources.

All applicants for the tender for the procurement of irrigation equipment must submit specific documentation, including a completed and signed application form, an original or electronic invoice, as well as proof of payment. In the case of non-cash payment, a bank statement or confirmation of the transfer order is required, while in the case of cash payment, the original invoice and fiscal receipt are required. Also, the applicants are obliged to submit signed declarations about non-receipt of other subsidies for the same equipment.

Additional details

Eligible investments for the purchase of irrigation equipment include pumps, motors, generators, pipes and other elements of the irrigation system. Unacceptable investments include equipment whose technical characteristics cannot be proven, as well as the acquisition of equipment through leasing or other similar arrangements. Expenses incurred before January 1, 2024 are also ineligible.

The users of the funds have the obligation to install the new equipment in the current year and use it according to the intended purpose. They are also required to keep all documentation related to the funds for at least five years from the date of payment. In case of default, the funds must be returned.

The deadline for submitting applications for the competition is October 4, 2024. The management reserves the right to request additional documentation if necessary. If applications are not submitted on time, they will be rejected. The process of solving applications is carried out in the order of submission, and if the number of applications is greater than the available funds, a ranking list is formed.

In conclusion, beneficiaries of funds for the purchase of new irrigation equipment must meet a number of conditions in order to retain the right to financial support. All rules are clearly defined, and the administration exercises strict control over the submitted data and documentation.
