The Ministry of Agriculture and representatives of farmers’ associations signed an agreement on mutual cooperation

An agreement on mutual cooperation in the field of agriculture was concluded between the Ministry of Agriculture, Forestry and Water Management and several associations. It was agreed that the Ministry will pay an additional 10,000 dinars to all those who have achieved the right to basic incentives in plant production in 2024, within 30 days, counting from the day of signing this agreement.

It was also agreed that by amending the Law on Incentives in Agriculture and Rural Development, a rebate for certified seed in the amount of up to 17,000 dinars per hectare will be prescribed, that a public call for applications for the right to a rebate for certified seed will be announced no later than the end of April 2025. , and that all duly submitted claims will be paid within 30 days. All requests for basic incentives in plant production in 2025, in the amount of 18,000 dinars per hectare, which are properly submitted, will be paid by April 1, 2025 at the latest.

In addition, the amount of refunds that can be realized through the right to refraction in 2025 will not be less than during 2024. It was also agreed that the Ministry of Agriculture, together with the representatives of the Ministry of Finance, will consider the possibility of amending the law regulating excise taxes, in the part that refers to the possibility of increasing the amount of refunds that can be obtained through the right to refund the excise tax.

The agreement determined that the composition of the Working Group for the coordination of activities for the improvement of commodity-market operations with agricultural products will be updated, as well as that representatives of the Ministry of Agriculture and representatives of farmers’ associations will actively participate in its work. Deadlines for actions will be prescribed, and the Ministry of Agriculture will regularly report to the public about all the activities of this working group.

It was agreed that farmers can directly contact the banks where they have open accounts, with the aim of agreeing on loan repayment facilities (in the form of enabling an additional grace period or extending the loan repayment term), and based on the letter sent by the National Bank of Serbia on 8 March 2024 to all banks, with the aim of offering concessions to farmers, as well as the fact that the Ministry of Agriculture will continuously discuss with bank representatives the possibility of introducing a moratorium on agricultural loans at the request of the credit debtor – farmers.

The agreement also determined that the Working Group for determining modalities for solving the problem of using agricultural land without a legal basis, i.e. agricultural land on which property-legal relations have not been resolved, in order to realize the right to incentives, will continue its work, and the Ministry of Agriculture will, after the completion of the public calls for recording the actual cultivation of agricultural land, which was announced on October 15, 2024, to do an analysis of the financial effects and to consider the possibility of amending the Law on Agriculture and Rural Development.

Also, it was determined that all duly submitted claims based on the Regulation on financial support to agricultural producers of sugar beet in 2023 will be paid no later than the end of October 2024.

The Agreement also states that the farmers’ associations that are signatories to the Agreement will continue all communication with the Ministry of Agriculture peacefully in the future, without going out on the streets and blocking them, as well as that in case of compliance with the provisions of this Agreement, they will not make additional demands. In addition, the parties to the agreement undertake to conscientiously and responsibly fulfill all obligations prescribed by the Agreement and to continue intensive communication regarding measures to improve agricultural policy, which does not exclude the possibility of concluding new agreements.

The associations that signed the agreement are: Association of Agricultural Producers of Subotica, Association of Farmers Associations of Banat, Association of Farmers of Aradac, Initiative for the Survival of Serbian Farmers, Association of Citizens “Dolovački Paori” Dolovo and Association of Banatska Crnica was concluded today in the Government of the Republic of Serbia.
