According to the draft, all SIM cards will need to be registered with the state in a special federal registry within ten days of purchase. SIM card owners will receive a registration mark and sign (analogs of a car license plate and QR code).
The procedure for registering SIMs will be established by the government. Those who already have a means of individual mobility will need to register it by March 1, 2027. If the package of amendments is adopted, the new rules will come into force on September 1, 2026.
The legislative amendments are aimed at reducing the number of traffic violations and improving traffic safety, noted authors of the bill.
On September 13, the kick-sharing service Yandex Go for the first time wrote out a fine of 100 thousand rubles for violating the rules for riding an electric scooter. Its renter let three minors drive it. According to the rules of the service, only people over 18 years of age can ride an electric scooter.
