Regarding the planned construction of the National Football Stadium with accompanying infrastructure, the Ministry of Finance submitted a request for a decision on the need for an environmental impact assessment to the Ministry of Environmental Protection. According to available information, the stadium will have three levels of stands and a capacity for 52,241 spectators, which will enable a close and authentic experience of a football match.

The stadium will be located at plot of 318,136 square meters, occupying a circle with a diameter of 292 meters, writes the portal eKapija. The lower level of the West Stand includes functional areas with dressing rooms and player access.
The ground floor of the western entrance will be dedicated to VIP guests, hospitality staff, as well as technical rooms and catering services. The commercial zone on the ground floor will be accessible to the public only at certain points, while some areas will be offered in basic condition (“Shell & Core”).
The main entrance on the lower level will be open to the public through a circular hall around the stadium. The middle level will contain boxes and a VIP area, with access via stairs and elevators. The upper hall will surround the stadium, expanding on the east and west sides, while the north and south sides will be narrower.
Technical rooms, access for the majority audience, as well as a facade ring are also planned, eKapija states.
The stands will be arranged in three levels. The lower level will have a capacity of 21,868 seats, with special areas for VIP guests in the west stand. A special zone is provided for government officials on the upper part of the stand, while game experience zone located on the lower part of the stand.
Space on the hall level in the northwest and southwest is reserved for people with disabilities and their companionsand the hall level of the east stand will have seats accessible to people with disabilities.
The middle level will have 1,828 seats, catering areas, seats for people with disabilities, as well as VIP stands. The upper level will have a capacity of 28,545 seats, with special areas for media representatives.
As eKapija states, parking will include 49 spaces for buses, 3,323 for cars, 145 for electric vehicles, 242 places for vehicles for people with disabilities, 33 for vans, 40 for taxis and 45 double places for bicycles. It is possible that there will be a change in the number of parking spaces over time, as parking is partially planned for the neighboring lots in the next phases of the project.
Phased construction is planned, which will enable the gradual obtaining of building permits.
The first phase of construction will include preparatory work, earthworks and foundation construction, while the second phase will include exterior landscaping, parking and traffic roads, as well as the construction of the above-ground part of the building.
