Russia’s bloody war in Ukraine continues at an intense pace, and the total number of casualties on both sides exceeds one million soldiers. But now, Putin wants America to be afraid of Russia, through a new move by Moscow. The Kremlin has changed the country’s nuclear doctrine, and the use of weapons of this type will be used even against non-nuclear countries, which threaten the nation.

Russia’s latest efforts to threaten the West with talk of using nuclear weapons are paradoxically dramatic and also less new than it might seem. But they put pressure on the United States, appropriately CEPA.

Changes in doctrine broadened the terms of use of nuclear weapons, but remained as uncertain as before. That is, it aims to heighten the fear of escalation without detailing the circumstances under which Russia would use nuclear weapons. In fact, this judgment continues to appear to one man.

Thus, the nuclear doctrine is not an event-triggered mechanism, where a red button lights up and a nuclear missile launches in response. The use of nuclear weapons is always a response to a set of variables, in a given situation, time and types of threat.

Putin said that in the updated version of the doctrine, aggression against Russia by any non-nuclear state, but with the participation or support of a nuclear state, can be considered a joint attack on the Russian Federation.

In other words, Putin is almost repeating the Budapest Memorandum signed by Russia in 1994. There, in agreement with the United States and Great Britain, it was declared in relation to Ukraine that nuclear weapons will not be used against a non-nuclear member of the non-proliferation treaty (NPT), except in cases of attack by such a state, jointly or in alliance with a nuclear state.
