At the same time, the number of employees of these enterprises remained almost unchanged over the year – their number is 15.1 million, the same as in 2023.

An increase in the number of enterprises while maintaining the employees employed in them may be associated with the process of active transformation of the economy and the liberation of new niches, says Sergei Elin, head of the audit and consulting group AIP, expert of the Moscow branch of Support of Russia on financial and legal security of business.

“When switching from one area of business to another, a new company is often opened for new partnerships. The old company may not be closed yet. Liquidation takes more time; sometimes the company can be in “sleep” mode for more than one year. And this will be reflected in the fact that the number of enterprises will increase. I think this may explain the increase in the number of legal entities, but not the increase in staff,” explained Elin.

Also, according to him, the factor of personnel shortage could play a role in the dynamics of 2024.

According to the Federal Tax Service, of the total number of SMEs, 96% are micro-enterprises, approximately 3.5% are small enterprises, 0.3% are medium-sized.
