Lavrov also mentioned that if the peace talks held in Istanbul in April 2022 were successful, Ukraine would have remained within its 1991 borders, excluding the Crimean peninsula and the territories then controlled by Russian troops.
He emphasized that the settlement in Ukraine must take into account the new facts, including the fact that the Russian Federation has four new regions. He believed that the West should stop arming Ukraine, because then the conflict can be quickly closed and a solution found.
