The sanctions received by two doctors after the death of the 16-year-old boy at the Hospital in Tg. Jiu. How the victim could be saved

Two medical personnel, a surgeon and a doctor, from the Emergency Reception Unit of the County Hospital in Târgu Jiu were sanctioned by the Public Health Directorate (DSP) Gorj with 3,000 lei each, after a 16-year-old boy died in the medical unit.

The College of Doctors in Romania (CMR) announces that it has contacted the territorial structure in Gorj of the professional organization, to discuss the case of the 16-year-old teenager who died at the County Hospital in Târgu Jiu.

The college states that it is waiting for “the official information in this case”, noting that it “must act transparently and quickly, but respecting the steps of an investigation”. The president of CMR, Cătălina Poiană, declares, in this context, that “any case that represents a vital medical emergency must be treated where the patient presents himself, if the medical unit has the necessary medical equipment and medical personnel on duty”.

On Wednesday, November 13, the College of Doctors in Romania publicly sent its condolences to the family of the 16-year-old who died of peritonitis and in whose case surgical intervention was not performed at the Târgu Jiu County Emergency Hospital.

The management of the professional organization of doctors conveys that it has contacted the territorial structure of the College in Gorj, “to find out additional information about this case, but also about the steps taken by the Gorj College of Doctors to report this tragic situation”.

The College of Doctors in Romania is currently waiting for official information in this case, according to a statement.

“The president of the College of Doctors from Romania, prof. university Dr. Cătălina Poiană also emphasizes that any case that represents a vital medical emergency must be treated where the patient presents himself, if the medical facility has the necessary medical equipment and medical staff on duty”, states the quoted document.

According to him, situations like the one at the Târgu Jiu hospital “can bring serious damage to the medical profession”, and in such situations “it is necessary to act transparently and quickly, but respecting the steps of an investigation to clarify the circumstances that caused this tragedy, without pre-pronouncement, with maximum professionalism and responsibility”.

“The Romanian College of Physicians has the responsibility to defend the prestige of the medical profession and maintain patients’ trust in doctors, transparently presenting any situation and acting in accordance with the prerogatives established by law. The College of Doctors in Romania also emphasizes that there is a need for a sufficient number of doctors, covering all specialties, as well as solutions to achieve a fair distribution of the human resource in health throughout the country, considering the right of every Romanian patient to to have access to medical services, regardless of the region in which they are located”, the representatives of the doctors also convey.

Meanwhile, two doctors from the Târgu Jiu County Emergency Hospital were fined by the inspectors of the Gorj Public Health Directorate.

The surgeon Valentin Neagu received a fine of 3,000 lei for non-compliance with Article 163 of Law 95/2006 on health reform. The normative act provides that people between the ages of 15 and 21 can benefit from medical services in any health facility, and the surgeon did not intervene to operate on the 16-year-old boy, on the grounds that he operates on adults, and in this context it was requested the transfer of the patient to Craiova. The child died before leaving by ambulance to Craiova.

After the child’s death, the doctor states that he does not regret the decision not to intervene in his case.

The second doctor, also fined 3,000 lei by DSP Gorj, is Dr. Liliana Puiu Crăciun, the doctor on call who received the child. It was fined for non-compliance with the Order of the Minister of Health no. 1706/2007. Specifically, in the patient’s UPU record, it was found that there were incomplete data, as the times at which the patient presented himself at the hospital and at which the ambulance was requested were not entered.

“It is regrettable what happened at the Emergency County Hospital (SJU) Târgu Jiu, and in this way we send our condolences to the bereaved family. DSP was informed by SJU Târgu Jiu about the death of a 16-year-old child, it was formed a team made up of DSP Gorj inspectors, this team carried out a control based on the powers it possesses, and as a result of this control, two contraventional sanctions were applied in amount of 6,000 lei. One of the sanctions, in the amount of 3,000 lei, was applied to the surgeon, for non-compliance with Article 163 of Law 95/2006, and the other sanction, in the amount of 3,000 lei, was applied to the doctor on duty from the Emergency Reception Unit (UPU), for non-compliance with the Order of the Ministry of Health 1,706/2007”, said on Wednesday, for AGERPRES, the spokesperson of DSP Gorj, Daiana Militaru.

The police have drawn up a criminal case for manslaughter after the death of a 16-year-old boy at SJU Târgu Jiu, the representatives of IPJ Gorj announced on Tuesday.

The boy who died of peritonitis could be saved if a helicopter was requested, but the heliport in Târgu Jiu does not work at night.

He could have been transported by SMURD helicopter to Craiova. Unfortunately, the heliport in Târgu Jiu is not operational, and helicopters cannot land on the heliport at night. During the day, the SMURD helicopter lands on a football field near the helipad.
