The Senate Homeland Security and Governmental Affairs Committee, in an investigation similar to the House and Secret Service probes, found failures before the shooting at a rally in Bulter, Pennsylvania, occurred at nearly every level, including planning, communications, security and resource allocation. .

Investigators found that there was no clear chain of command between the US Secret Service and other security agencies and no plan to cover the building the shooter climbed to shoot. Officials were working on multiple separate radio channels, leading to communication breakdowns, and an inexperienced drone operator was stranded on a helpline after his equipment malfunctioned.

For example, a Senate investigation revealed that the US Secret Service received a warning about the man on the wall about two minutes before he opened fire on Trump. About 22 seconds before he fired, a local officer radioed an armed individual on the roof, but that information did not reach key Secret Service personnel.

The senators recommended that the Secret Service better define roles and responsibilities before each protected event, including designating a single person to be in charge of approving all security plans. In addition, committee members recommended that the agency completely overhaul communications operations at such events and also improve intelligence sharing. In turn, they recommended that Congress evaluate whether additional resources should be allocated.

Trump survived the July assassination attempt with an injured ear that was hit by a bullet or part of a projectile. One participant in the rally was killed and two others were injured in the attack. The shooter was killed by a US Secret Service sniper.
