State Duma of Russia in the second and third readings accepted a bill banning public propaganda of childfree ideology. The amendments prohibit the dissemination in the media, the Internet, films and advertising of information that promotes refusal to bear children. At the same time, dissemination of information about the monastic lifestyle and the associated vow of celibacy, as well as, accordingly, refusal to bear children will not be punished.
Amendments have been made to the following laws:
- “On information, information technologies and information protection”;
- “About SMI”;
- “On state support for cinematography”;
- “On the basic guarantees of the rights of the child”;
- “About advertising”;
- “On the protection of children from information harmful to their health and development.”
The laws prohibit the dissemination of information “promoting the refusal of childbearing.”
Changes are being made to the Code of Administrative Offenses of the Russian Federation. Individuals for violating the law will be fined up to 400 thousand rubles, officials – up to 800 thousand rubles, legal entities – up to 5 million rubles.
