The state finally solves the suffering of farmers?
In order to solve the problems presented by farmers’ associations, the Ministry of Agriculture, Water Management and Forestry will propose amendments to the Law on Incentives in Agriculture and Rural Development to the National Assembly as soon as possible, so that the amendments to this law will be adopted by mid-October 2024 at the latest.
As announced by Prime Minister Miloš Vučević’s office, after a meeting with seven farmers’ associations, it was announced that the law would be amended to include a provision according to which the subsidy for certified seeds will be paid in the amount of up to 17,000 dinars per hectare for the same area that can be get the right to basic incentives.
“Also, it will be proposed to delete the part of paragraph 3 of Article 31 of the mentioned law in the part that states the subsidy for seeds in the amount of 6,000 dinars per hectare. By the end of October 2024 at the latest, a public call for rebates for certified seeds in the amount of up to 17,000 dinars per hectare will be announced,” the announcement states.
It was also stated that by the end of September 2024 at the latest, a modality will be determined to solve the problem of using agricultural land without a legal basis, on which property legal relations have not been resolved, and for the purpose of realizing the right to incentives in agriculture.
Incentives for cows and heifers
At the meeting, it was said that this year a one-time incentive in the amount of 40,000 dinars per head will be paid for the raising of quality first-calf breeding cows.
“This year, a one-time incentive in the amount of 60,000 dinars per head will be paid for raising a quality breeding heifer aged 12 to 24 months, and the condition for the payment of this incentive will be that the producer on the farm is obliged to keep this heifer on the farm for a period of at least three lactations, i.e. up to five years of age,” the announcement states.
Import of milk and export of oil
It was stated that all measures will be taken to ensure that milk imports by the end of the year are at most up to the amount of milk imported last year, for the same period, or in smaller quantities.
“All measures will be taken to improve the export of refined and unrefined oil, and a meeting will be organized with the largest oil producers no later than the end of July 2024, which will be attended by the Prime Minister,” the announcement states.
By the end of July 2024 at the latest, it will be proposed to form a Working Group for the coordination of activities to improve commodity market operations with agricultural products, and representatives of farmers’ associations will be actively involved in the drafting of the Agriculture and Rural Development Strategy for the period 2025-2032.
Prime Minister Vučević and Minister of Agriculture, Water Management and Forestry Aleksandar Martinović met in the government with representatives of the “Initiative for the Survival of Serbian Farmers”, “Banat Alliance”, “Aradac Farmers’ Association”, Citizens’ Association “Dolovacki Paori”, “Banatska Crnica” Farmers’ Association and “Association of Farmers Producers Subotica”.
