Chairman of the Board of the Chamber of Commerce and Industry and one of the largest owners of the construction group Nordecon, Toomas Luman, spoke at an event on Saturday dedicated to the start of the commercial season. In his speech, he considered it important to discuss Estonia’s tax and education policies.

According to Luhmann, every tax means taking money out of the economy in order to redistribute it based on political views. “Unfortunately, this is most often not a particularly efficient or economically supportive activity. It is therefore clear that with an increase in the tax burden, businesses have fewer opportunities to invest and develop,” he stressed.

Luhmann also criticised cuts in the public sector and controls on micro-enterprises.

“If we spend resources on checking micro-enterprises, which often employ only one or two people, and require them, for example, to assess the mental health risks associated with their work, then I remain of the opinion that this is not a necessary activity. There must be a clear line somewhere – what is the responsibility of an individual or entrepreneur, and to what extent we consider it acceptable for the state to intervene. The function of the state cannot be to be a nanny for every able-bodied person and manage their life,” he emphasized.
