The state still has a lot to do to make the use of artificial intelligence high-quality, ethical and responsible

The non-governmental organization (NGO) 35mm announced today that it welcomes the signing of the Council of Europe’s Framework Convention on Artificial Intelligence (AI).

“The fact that the state has committed itself to ensuring the compliance of the artificial intelligence system with human rights, democracy and the rule of law is a step in the right direction, and the NGO 35mm previously indicated the need to regulate this area in Montenegro. We note that the state still has a lot to do in order for the use of artificial intelligence to be of high quality, ethical and responsible. Especially due to the fact that the mentioned areas are often treated separately from the processes related to technology and digital transformation”, states the statement of the NGO 35 mm signed by Snežana Nikčević.

Montenegro signed the Framework Convention of the Council of Europe on AI two days ago, the Council of Europe announced at the time.

The NGO 35 mm stated in a statement that the draft of the Law on the Protection of Personal Data has been harmonized with European regulations in draft for six years, and that the last draft that has not yet been voted on was published in March of this year.

“GDPR is one of the most important preconditions for the implementation of the newly signed agreement, but also the Act on Artificial Intelligence, the Act on Digital Services and other regulations from the digital sphere that we, as a candidate country for EU entry, will also have to take into account. GDPR is also one of the more significant laws when we talk about digital policies and human rights – directly related to the rule of law, i.e. chapters 23 and 24,” the announcement reads.

NGO 35mm notes that for this process, in addition to a more valid implementation of the Digital Transformation Strategy, a more successful reform of public administration is needed, as well as the independence of the institutions that should ensure the supervision of these processes.

“Given that the creation of a Strategy that will regulate artificial intelligence has been announced, we would like to emphasize that this is not an issue of one competent ministry, or one organization, but an issue that concerns all of us, regardless of the field in which we operate, and we expect an inclusive, proactive and the comprehensive process of creating this document. If our processes are not functional and transparent, and if they lack respect for human and other rights in non-automated work, such processes will not bring faster and better results when we ‘feed’ them to the algorithms. Instead, we will get an automated version dysfunctional system, which only increases vulnerability and the risk of abuse”, concludes the press release of the NGO 35 mm.
