The Ministry of Finance published, on Sunday, the “train” ordinance which freezes salaries at the budget level of November 2024, blocks new hires and attempts to reduce budget expenditures in order to restore the situation of public finances that were out of control by the Ciolacu Government 1.
The Ciolacu 2 government must now take these measures to stop public spending and reduce the budget deficit in order to fit into the budget reduction trajectory agreed in the fall with the IMF.
These measures cover many categories and budget expenditures and must be applied from January 1.
The ordinance does not talk about tax increases, but most likely after the presidential elections – March/April 2025 – we can expect such measures.
