“The unfinished reforms in PNRR are starting to burn our pockets”


The former Minister of Investments and European Projects Cristian Ghinea claims that the “so-called resignations” from the Agency for Monitoring and Evaluation of the Performance of Public Enterprises “are just a method by which Prime Minister Ciolacu postpones the re-evaluation of the PNRR milestone regarding AMEPIP”.

“The unfinished reforms in the PNRR are starting to burn our pockets. (…) One of the reforms that kept the payment of Payment Request number 3 in place was precisely the agency that should supervise state companies and ensure that they respect corporate governance. That is, to ensure that the appointments in their management are made on professional criteria, that they are dewormed from political clientelism. The criteria and procedures for the establishment and selection of the AMEPIP leadership were very clearly specified in the PNRR. What did Ciolacu do? PSD knows better: they did a PSD selection procedure. (…) After the Commission (European – no) told them that they are not paying them the two billion euros from Payment Request 3 with this bullshit, Ciolacu made everyone in the management of AMEPIP to resign. Now, the selection procedure must be resumed so that only after a new leadership is appointed will the Commission reevaluate the milestone”, Ghinea wrote on his Facebook page on Tuesday.

He says that “last year Romania did not take a single euro from the money it had allocated in 2023 through the PNRR”. “The situation may repeat itself in 2024, if the AMEPIP milestone is not ready and approved in the coming months”, says Cristian Ghinea.

The management of the Agency for the Monitoring and Evaluation of the Performance of Public Enterprises (AMEPIP) presented its resignation, and the selection for a new management team of the institution will be organized.

According to a statement sent by the Government, the president of AMEPIP, Mihai Precup, the vice-presidents Ciprian Hojda and Victor Moraru submitted their resignations to the General Secretariat of the Government on Tuesday, and the decisions on dismissal will be published in the Official Gazette.

“The three members of the AMEPIP management took this decision both to maintain the relationship of credibility between the Government of Romania and the European institutions, and to avoid any risk regarding the approval of payment request number 3 from the National Recovery and Resilience Plan to the European Commission”, the quoted press release states.

A new selection process will be organized to elect and appoint a new management.

In order to ensure the continuity of the activity and the functionality of AMEPIP, taking into account the legal notice period and under the conditions of organizing the selection process for a new managerial team, the interim management of the institution will be ensured by Ciprian Hojda, the press release also states.
