The Vehicle Identity Card has a new format. What obligations do drivers who hold old CIVs have?

The Vehicle Identity Card (CIV) has a new format, according to the current legislative provisions. The Romanian Auto Registry (RAR) has announced the obligations of drivers who hold a CIV in the old format.

All owners of motor vehicles in Romania are required to obtain a Vehicle Identity Card.

This document certifies compliance with all legal regulations and is necessary to be able to register the car.

How to obtain the Vehicle Identity Card

In order to obtain the CIV, both a car inspection and the presentation of some documents are required.

The necessary documents to be issued the Car Identity Card are:

  • application form;
  • the applicant’s identity document and car registration number;
  • documents certifying the legal ownership of the vehicle (sale-purchase deed, invoice, adjudication deed, etc.), only if the applicant is not the one listed as the owner in the records of the registration authority;
  • if the applicant is not the owner of the vehicle (natural person) or the owner is a legal person, the act of legal representation (notary power of attorney or delegation) must also be presented.
In the case of imported second-hand cars, RAR inspectors will also check the vehicle for which an identity card is requested.

Thus, chassis, engine and body series will be checked. Then a technical inspection will be done.

And if everything is in order, then RAR will issue CIV, a document based on which the car can be registered.

The Vehicle Identity Card has a new format

The Romanian Auto Registry has announced that, from now on, the CIV has a new format.

In the new format, the document keeps the same categories of information about the vehicle, but the fields intended for filling in data about the owner and the registration number disappear. The new CIV model has already started to be issued in the RAR offices, but the document in its previous form will still remain perfectly valid and can be changed, upon request, in case of loss or damage, for example”, is the announcement posted on the page of Facebook to RAR.

Therefore, both CIV in the old format and in the new version are valid. So drivers are not required to apply for a new CIV.

But if they have lost their car ID Card or it has been destroyed, they can apply for a duplicate. And this will be, of course, in the new format.

How to obtain a duplicate CIV

The necessary documents to obtain a CIV duplicate are:

  • request to issue a new document (to be completed on the spot at the RAR);
  • the identity document of the applicant;
  • documents certifying the ownership of the vehicle (sale-purchase deed, invoice, adjudication deed, etc.), if the applicant is not the one listed as the owner in the records of the registration authority.

In addition, you will also need to present the vehicle for which you are requesting a duplicate CIV. Because RAR inspectors are required to make a vehicle identification based on body, chassis and engine series.

After all documents are verified, RAR issues a duplicate of the Car Identity Card in the new format.
