“The Washington Post”: V. Zelensky will have the last chance to convince J. Biden

According to the publication’s authors, more than a week has passed since V. Zelensky presented his so-called “cheat plan” to top US officials on how to win the war with Russia, but the details of the strategy and how it was adopted remain unclear.

The editorial staff of The Washington Post speculates that the points of Ukraine’s “victory plan”, which V. Zelensky shared with US President Joe Biden and other officials, are most likely related to the faster NATO membership process or mandatory security guarantees for Ukraine’s Western partners.

But Washington did not respond to this. The authors of the article reminded that Mr. Biden also continued to maintain his position regarding the ban on striking targets deep inside Russian territory with Western missiles.

According to the article, it is unlikely that this time the leader of Ukraine will be able to convince Mr. Biden to support his plan and remove restrictions on Western weapons.

“The White House is unlikely to take any steps that may prove unpopular to avoid harming Kamala Harris’ presidential campaign,” The Washington Post wrote.

The current situation is worrying because Ukraine has fallen into a state of iniquity. Journalists emphasized that Ukraine relies on the United States as its main ally, but they do not know how long its support will last. Not only that, but attention to the war is diminishing, both because it is now in its third year and because of the escalation in the Middle East.

According to one of the interviewees of the newspaper, political expert Mykola Davidiuk, no one will give up Ukraine, but it is not currently among the top three priority problems of the United States.

However, V. Zelensky will have one more chance to present a plan and convince how Ukraine can beat Russia, The Washington Post writes.

October 12 a meeting of the Ukrainian defense contact group in Ramstein format will take place. J. Biden is expected to participate in it.

According to one Western diplomat, who spoke on condition of anonymity, the meeting could also bring other help to Kyiv, which has so far failed to get the ban on striking Ukrainian forces with Western weapons lifted.

In particular, NATO countries are considering how to provide Ukraine with more concrete steps for future membership in the alliance.

NATO membership or the granting of other security guarantees to Ukraine are conditions under which ordinary Ukrainians express an increasing desire to negotiate the terms of the transfer of a certain territory, Anton Hrushevsky, director of the Kyiv International Institute of Sociology, told reporters.

“There won’t be a situation where the absolute majority recognizes the occupation of their territory. However, Ukrainians are ready for a format in which the full return of some territories would be postponed for the future, only on the condition that there is a certain security factor,” he explained.

The “Victory Plan”, which V. Zelensky presented to J. Biden, has not been made public until now. The Office of the President of Ukraine informed that it consists of four points: military aid to Ukraine, economic steps, diplomatic pressure on Russia and its “political coercion”.

Even before the US-Ukrainian presidents met, US officials interviewed by The Wall Street Journal said the plan was nothing more than a refined request for more weapons and the lifting of restrictions on strikes against Russia.

A high-ranking Ukrainian official explained to the Financial Times that in the “victory plan” presented by V. Zelensky, Kyiv’s goal is changed from the complete liberation of its territory to changing the course of the war in Ukraine’s favor and moving to negotiations.

The interlocutors said that during a trip to the US last week, Ukraine’s new Foreign Minister Andrijus Sibyha discussed possible compromise solutions and more pragmatically discussed the possibility of “land for land” negotiations.

After V. Zelensky’s meeting with J. Biden, the “Financial Times” quoted one Western official who said that the US president may agree to renew Kyiv’s application for NATO membership before the end of his term.
