During the presidential election, President Yoon promised, “We will implement a national responsibility system for COVID-19 vaccine damage.” The government is responsible for proving the causal relationship of COVID-19 vaccine side effects, and the deceased will be settled after paying treatment and funeral expenses in advance. The victim of side effects decided to pay the treatment costs in advance and then settle the settlement.

However, as the term reaches its halfway point, the pledge has not been fulfilled.

According to data on ‘COVID-19 vaccination damage compensation’ submitted by the Korea Disease Control and Prevention Agency to Nam In-soon, a member of the Democratic Party of Korea’s Health and Welfare Committee of the National Assembly, the total number of applications for damage compensation from February 2021 to the end of September this year was 99,821. Of these, 99,602 cases, or 99.8%, were reviewed, and 28,485 cases, or 28.6% of them, were calculated to be compensated and supported.

The problem is compensation for affected patients. In the case of mild cases, compensation and support were provided to 26,969 cases, or 28.2% of the 95,698 cases that were reviewed, but in the case of severe cases, most of the 1,433 cases out of the 1,588 cases that were reviewed were decided to be dismissed. Compensation and support were provided for only 155 cases, or 9.8%.

According to data from the Korea Disease Control and Prevention Agency, compensation and support were provided for 1,361 cases, or 58.8%, of the 2,316 people whose deaths were reviewed. Specifically, 25 people were compensated for causality (deliberation criteria 1 to 3), 9 people were compensated for diseases suspected of being related (deliberation criteria 4-1), and death compensation was paid to 1,327 people, but for the remaining 1,226 people, compensation was provided. A decision was made to dismiss.

Rep. Nam said, “The most controversial deliberation standard among COVID-19 vaccination damage compensation is 4-2,” and said that out of 99,602 cases that were reviewed, 71,388 cases were dismissed, of which 71,388 cases were dismissed due to the deliberation standard of 4-2. “The number of cases is 67,968, accounting for the largest proportion of the number of cases reviewed, 68.2% of the number of cases completed, and 95.2% of the number of cases rejected,” he criticized. Here, deliberation standard 4-2 refers to ‘cases where the possibility of death due to other reasons is higher than that of the vaccine.’

Representative Nam said, “In the case of death cases, the number of cases dismissed on the grounds of 4-2 was 1,203 (51.9%) out of 2,316 cases that were reviewed, which accounts for more than the majority.”

Representative Nam said, “(The Korea Disease Control and Prevention Agency) said that although there is a temporal probability of adverse reactions after vaccination, it is more likely to be caused by other reasons than the vaccine. However, whether it can be said that a serious adverse reaction occurred if the vaccination had not been administered, the victim said. “My family is not convinced,” he said.

At the same time, “Vaccine victims and their families are continuing to hold rallies to commemorate the victims and call for the enactment of special laws, and are urging the establishment of a comprehensive plan to recognize and compensate for vaccine damage and to prepare a plan to support treatment costs for seriously ill patients.” He ordered the Korea Disease Control and Prevention Agency to prepare proactive damage compensation and support measures.

Meanwhile, looking at the cumulative reports of adverse events after COVID-19 vaccination from February 2021 to September 26 of this year, a total of 484,698 cases were reported, of which 464,751 cases, or 95.9%, were general adverse cases and major adverse cases. The number of serious adverse events, including deaths, was 19,947, or 4.1%.

There were a total of 2,152 deaths, with a decreasing trend from 1,168 in 2021 to 762 in 2022, 189 in 2023, and 33 in 2024, but it appears that deaths are still occurring.

When looking at a total of 2,152 death cases by gender, the majority were male (1,370 cases (63.7%)), and female cases were 782 (36.3%). By age, 1,539 cases (71.5%) were over 60 years old, including 97 people in their 30s (4.5%), 44 people in their 20s (2.0%), and 12 people under 19 years old (0.6%).
