Two of the ideas were outlined in Volodymyr Zelensky’s “victory plan” and later discussed with Trump when the Ukrainian president met with him in New York in September.

Lindsey Graham, a Trump ally, according to people involved in designing Zelenskiy’s “victory plan” — suggests sharing Ukraine’s critical natural resources with Western partners.

Trump was “interested” in the two proposals, according to a person briefed on the meeting. Separately, Ukrainian business leaders are also talking with the government about giving Trump “investment screening” powers, essentially allowing him to choose who can do business in the country.
