The Mass Housing Administration (TOKİ), affiliated with the Ministry of Environment, Urbanization and Climate Change, put out a tender on October 17 for the construction of 852 houses and infrastructure and landscaping in the 4th Stage of Altınova District of Kahramanmaraş’s Onikişubat district. The tender, which was made through negotiation, was won by Black Kalem Engineering Construction Industry and Trade Joint Stock Company and Bitaş Engineering Architecture Construction Company, which are among the favorite companies of the Palace. The price of the tender is 2 billion 322 million 500 thousand TL. Black Kalem Engineering Construction company draws attention with its closeness to the government. The company, of which Ahmet Cengiz Özdemir is the chairman of the board, won the tender to convert the open sports field inside the Presidential Palace into an indoor one. The company is also building the Presidential Palace in the Turkish Republic of Cyprus (TRNC) upon the request of President Recep Tayyip Erdoğan. It is stated that the cost of the building is approximately 4.5 billion TL.

Kangal Thermal Power Plant, which is among the biggest privatizations in Turkey, was given to the partnership of Konya Şeker and Black Kalem Mühendislik İnşaat. The company has signed 14 public tenders since 2016. The total contract value of these tenders is 14 billion 257 million TL.
