On the 27th, the National Health Insurance Corporation disclosed the personal information of 13,688 high and habitual defaulters of the four major social insurance premiums on the corporation’s website. There are 9,455 people with health insurance, 2,549 people with national pension, and 1,684 people with employment and industrial accident insurance.
The standards for disclosing personal information are health insurance premiums of 10 million won or more, pension insurance premiums of 20 million won or more, and employment and industrial accident insurance premiums of 50 million won or more that were overdue by one year as of December 31 of last year.
The Corporation disclosed the delinquent person’s name, business name (if a corporation, name and representative name), industry/occupation, age, address, period of delinquency, amount of delinquent payment, etc.
The system for disclosing personal information of large and habitual defaulters is a system to prevent moral hazard among defaulters and encourage voluntary payment to strengthen the soundness of insurance finances.
The Corporation said, “On March 29, 2024, at the 1st Insurance Premium Information Disclosure Deliberation Committee, 29,465 people scheduled for disclosure were selected and given the opportunity to voluntarily pay and explain for more than 6 months.” The 2nd Insurance Premium Information Disclosure Deliberation Committee comprehensively considers whether the payment promise has been fulfilled, the delinquent’s financial status, income level, and whether he or she is a minor, and is then finally disclosed. “The target has been confirmed,” he explained.
This year, the number of people who disclosed the personal information of high-amount and habitual defaulters of the four major social insurances was 13,688, a 5.3% decrease compared to 2023 (14,457 people).
The amount of arrears was KRW 563.7 billion, an increase of 52.1% compared to KRW 370.6 billion in 2023. This is because the amount of arrears increased significantly from KRW 6.9 billion in 2023 to KRW 294.9 billion in 2024 as the disclosure standards for employment and industrial accidents are strengthened from 2024. explained.
For example, the standard for disclosure of employment and industrial accidents was KRW 1 billion after 2 years before 2023, but the target was expanded to KRW 50 million after 1 year from 2024.
If the personal information of large or habitual delinquent taxpayers is disclosed, they will be subject to advance payment restrictions and will not be able to receive health insurance benefits when using hospitals or clinics, and will have to pay the full amount of medical expenses themselves.
An official from the National Health Insurance Corporation said, “For defaulters who do not pay their insurance premiums even though they have the ability to pay, we will actively strive to reduce the four major insurance premium arrears by pursuing intensive collection such as advance payment restrictions, seizures, and public auctions.”
