According to newspaper reports, two of the world’s largest chip manufacturers, Taiwan’s TSMC and South Korea’s Samsung Electronics, may build processor manufacturing plants in the United Arab Emirates. There is currently no similar project in the region, but as a result of the chip shortage accompanying the coronavirus pandemic, the attitude of Arab countries in the Middle East has also changed regarding technological investments.

Considering the volume of the investment, the plants can be suitable for the production of processors with the most advanced production technology – either data center or client-side solutions. According to the newspaper, high-ranking delegations from TSMC and Samsung recently visited the country and started preliminary negotiations with local leaders. So far, no concrete agreement has been reached between the parties.

At the same time, the article states that the United Arab Emirates would apparently lure the technology giants with an extremely generous offer, so the investment would be entirely borne by the monarchy, and a significant part of the funds would be provided by the Abu Dhabi-based Mubadala fund.

Although, according to the parties, the construction of the plant may be justified by the strengthening of the global semiconductor supply chain, the United States is increasingly concerned about similar investments in the region, as there may be suspicions that Middle Eastern countries are trading with China, circumventing technological embargoes.
