Analysts at the Institute for the Study of War (ISW) stress that Kremlin leader Vladimir Putin has no intention of making concessions to hold peace talks and supports demands aimed at destroying the Ukrainian state.

“The Kremlin remains determined to achieve the original goals of its full-scale invasion of Ukraine through any future peace talks, namely: to destroy the Ukrainian state, dismiss the current Ukrainian government, demilitarize Ukraine, and permanently bar Ukraine from becoming a member of NATO in the future,” ISW writes.

January 14 In a published interview with the Russian newspaper Komsomolskaya Pravda, Kremlin adviser and former Secretary of the Security Council Nikolai Patrushev rejected the idea that Russia could be ready to cede some occupied territory to Ukraine in future negotiations, saying that the idea “is not even under consideration.”

N. Patrushevas falsely claimed that in 2022 in September fictitious referendums held in the occupied territories of Ukraine legitimized Russia’s claims to the occupied regions of Donetsk, Luhansk, Zaporizhia and Kherson, and made it clear that international recognition of the illegal Russian occupation and annexation of these four regions and the occupied Crimea is a non-negotiable condition for a future peace agreement.

N. Patrushev said that Russia’s goals in Ukraine do not change and that Russia remains determined to achieve all the goals that Russian leader Vladimir Putin based the large-scale invasion on.

“In 2022 February 23 in his speech, Putin identified the “demilitarization” and “denazification” of Ukraine as the main goals of the full-scale invasion, which means destroying Ukraine’s ability to defend itself and replacing the legitimate Ukrainian government with a pro-Russian puppet government,” says ISW.

“ISW continues to appreciate that Putin’s goals in Ukraine are the collapse of NATO and the establishment of full control over Ukraine, and that Putin remains committed to these goals, and ISW has seen no indication that Putin is prepared to compromise on these goals in future negotiations.” , the report states.
