The Democratic Alternative (DA), which will participate in the local elections in Kotor, scheduled for September 29, will stand for the abolition of the Public Enterprise for the Management of the Sea Assets (Morsko Dobro) in Montenegro and the return of competence to Kotor for the management of the municipal coast.
“The key argument for returning jurisdiction to municipalities is the increase of local control over resources. Local authorities are in a better position to understand the specific needs of their communities and better respond to them. The abolition of the Maritime Property will allow us to directly manage the coast, plan local development, and decide on investments and projects that are directly in the interest of Kotoranka and Kotoran,” states the statement signed by Igor Kumburović.
He states that the direct management of municipalities over the coastal area will speed up decision-making regarding infrastructure development, beach maintenance, environmental protection and tourism plans.
“Instead of waiting for approval from the Maritime Dobr, the municipality will react more quickly to local needs. Kotor will benefit more from the revenues that come from coastal management, including revenues from the lease of beaches, marinas, or coastal facilities. Instead of centralizing funds through the Maritime Dobr and later redistribute, Kotor will have direct income, which will contribute to better implementation of local projects and improvement of infrastructure. and preservation of cultural and historical monuments”.
Kumburović adds that local entrepreneurs would get greater access to coastal resources.
“Control over the coast would allow the municipality of Kotor to raise the standards of tourist services, involve local companies in the development and maintenance of the coast, and directly respond to seasonal challenges, such as the increased number of visitors and pollution. This would allow the municipality of Kotor to establish local public – private partnerships in the development of coastal infrastructure,” concluded Kumburović.
