What does the Charter of Technological Sovereignty give to the Khabarovsk Territory?

– The region needs economic restructuring, growth in industrial production and gross domestic product. And of course, the development of the region must involve investment in production. In modern conditions, projects that create technologically advanced jobs are our priority. This is why the charter was created,” the head of the region, Dmitry Demeshin, explained to Rossiyskaya Gazeta on the sidelines of the Eastern Economic Forum.

Today, 227 enterprises have already joined the charter. The document was also signed by the governor, the prosecutor’s office of the Khabarovsk Territory, the Commissioner for the Protection of the Rights of Entrepreneurs, the Union of Employers of the region, control bodies, the Chamber of Commerce and Industry of the region, regional branches of Business Russia and Support of Russia.

“The main principle of the charter is priority in the development of domestic industrial production,” emphasized Dmitry Demeshin. – If we have ours, we buy Khabarovsk, if there is no Khabarovsk, we buy from the Far East, if there is no Far Eastern, we look for manufacturers in the Russian Federation. And only if we cannot find a domestic product in the initial chain of industrial consumption and cannot quickly create it using our industrial capacities, then we look at producers from other countries that are friendly to us.

One of the first participants in the agreement were leading enterprises and institutions of the industrial heart of the Khabarovsk Territory – the city of Komsomolsk-on-Amur: PJSC UAC KnAAZ named after Yu.A. Gagarin, PJSC Yakovlev Regional Aircraft, PJSC ASZ, Komsomolsk-on-Amur State University.

“The Charter is a large systemic document that will allow us to move on to practical steps to implement interaction between enterprises and educational institutions of our city,” says Andrey Soynov, director of the Yakovlev Regional Aircraft branch of PJSC.

Alexander Meleka, General Director of HabInoTech LLC, which specializes in the production of drones, expects that in the future the charter will allow us to join forces and find ways of financing to purchase the necessary equipment and start work on creating a microelectronics industry in the region.

The Charter is becoming an effective platform for the industrial development of the Khabarovsk Territory. Thus, the head of the PromMash company, which repairs heavy equipment engines and supplies spare parts for them, Ivan Berlov came up with the idea of ​​​​creating a technology park in Khabarovsk. This idea is supported by the authorities. In addition, the governor considered it necessary to launch special support measures to stimulate small technology companies.

– I propose to open a new product based on the microfinance fund. Let’s call it “Technoprom”. Up to five million rubles at a rate not exceeding six percent per annum,” said Dmitry Demeshin.

The Technoprom microloan began operating in the regional small business support fund on August 26. As the Ministry of Economic Development explained, an enterprise can only begin its activities with zero months left from the date of registration, but if it fits the industry support parameters, it will be able to receive funds. Only the maximum loan amount depends on the length of service of the company.

“And for medium-sized enterprises, in order to implement the main provisions of the charter, it is necessary to directly recapitalize the regional Industrial Development Fund from the reserve fund of the Russian government,” the governor added. – To promote local products manufactured in the region, I propose to additionally develop a special support product based on the microfinance fund “Made in the Khabarovsk Territory” – up to three million at a rate not exceeding 7.5 percent.

The head of the region also instructed the first deputy chairman of the regional government, Maria Avilova, to think over a comprehensive program for promoting local technology companies in the domestic market.

The adoption of a charter of technological sovereignty and import substitution in the Khabarovsk Territory, which is designed to increase the stability of the region’s economy, ensure its growth, and help build up the tax base, was approved by the country’s leadership.

– This is very important. The implementation of such projects will attract new investments and create new jobs. “These are all serious foundations for the future economic growth of the Khabarovsk Territory,” Russian Prime Minister Mikhail Mishustin emphasized during his visit to the region.

The head of the Cabinet of Ministers instructed his first deputy Denis Manturov to project the ideology of the charter throughout the country.

– Our initiative will definitely not remain on paper, because it is beneficial to the product manufacturers themselves. This is the absence of dependence on foreign components and suppliers. The charter envisages the creation of cooperation of local enterprises that will be guaranteed suppliers for each other, stated the governor of the Khabarovsk Territory. – We cannot directly oblige the implementation of the charter, but when determining priorities for providing state support, we will definitely not provide it to those who do not comply with the principles of the charter and do not support local producers.

It contains blocks that are aimed at raising and supporting the regional industry, its expansion and development, the use of equipment of Russian origin, the localization of production and the inclusion of local companies in cooperative supply chains.
