What income counts when recalculating the pension. The authorities have announced significant changes in the way pensions are calculated, which could influence the incomes of pensioners in Romania.
Starting from September this year, according to the new pension law, the pension point will be replaced by a new system, called the reference point. This change could bring adjustments to the incomes of pensioners, who are hoping for an increase in state pensions.
Income taken into account for the recalculation of pensions
Pensions established under previous legislation will be recalculated. National House of Public Pensions (CNPP) published the list of incomes that will be considered in the recalculation or restoration of pensions, according to Law 360/2023.
CNPP divided the incomes taken into account into two categories: permanent incomes and non-permanent incomes.
Permanent income includes:
– The seniority increase, other increases, allowances and increases in the tariff remuneration according to Law no. 57/1974,
– Increases granted by ministries according to the legislation in force in various periods, included in the payroll and for which social contributions were paid,
– Increases with a permanent character according to Law no. 49/1992,
– Other permanent increments.
Non-permanent incomes will only be taken into account if they are proven by certificates, according to the model presented in Annex 6 of Law 360/2023. These include:
– Forms of remuneration based on agreement, piece, direction or time, rates or percentages,
– Annual awards and awards given during the year for special achievements,
– Limited rewards for certain sectors of activity,
– Thirteenth salary,
– Remuneration for overtime hours worked beyond normal working hours,
– The increase for teaching staff involved in the practical guidance and special training of teachers and educators,
– Indemnities for irregular work,
– Other non-permanent increases for which social contributions have been paid.
