What is needed to arrange a basement in an apartment building?

As part of the project “Ask a Question to the Daugavpils Self-Government,” Sergei, a reader of Our City, sent a letter.

«In a 5-story building, at one time all the basements burned out, now they are empty, do I have the right to make myself a basement for storing bicycles, sleds, etc. or do I need to get permission?».

The answer was prepared at the Daugavpils Housing and Communal Services Enterprise: “Basements in apartment buildings are common property, so any decision on the use of these premises must be made at a general meeting of apartment owners. We recommend organizing such a meeting to discuss this issue with all residents of the house.

As part of the meeting, it is possible to consider the possibility of arranging individual basements for storing property for all residents at the expense of the building’s accumulative fund. If other residents are not interested in basement premises or they do not consider it relevant, you can agree with the other owners that you will equip the basement at your own expense.

SIA DDzKSU can carry out the arrangement of basements as a paid service, having previously drawn up an estimate. This estimate must be agreed upon with the residents of the house. If the arrangement of the basement will take place at your expense on an individual basis, SIA DDzKSU can also provide a paid service. In this case, the cost of the work performed will be included in the invoice only for you, without the participation of other owners.”.

The basements of apartment buildings are part of the common property, so any decision on the use of these premises must be made at the general meeting of the apartment owners. We recommend organizing such a meeting to discuss this issue with all residents of the house.

During the meeting, the possibility of creating individual basement rooms for the storage of property for all residents of the house, using the house savings fund, can be considered. If other residents are not interested in the basement or do not consider it relevant, you can agree with the other owners on the creation of the basement at your own expense.

SIA DDzKSU can perform basement improvement as a paid service, with an estimate in advance. This estimate must be agreed with the residents of the house. If the improvement of the basement will be carried out at your personal expense, SIA DDzKSU can offer a paid service in this case as well. In this case, the cost of the work performed will be included in the invoice only for you, without the participation of other owners.”
