Why do you need to work 15 hours a week to get housing benefit?

As part of the “Ask a Question to the Daugavpils Local Government” project, a reader of “Our City” Yuri contacted the editorial office.

“When receiving housing allowance, you have to work for this allowance 3 hours a day, 15 hours a week! And if you refuse to work for this, then what will happen? They won’t give you housing allowance?”

The answer was prepared by the Daugavpils Social Service: “In accordance with the Law on Social Services and Social Assistance, social assistance is provided to the client by the local government Social Service based on an assessment of his material resources – income and property – individually considering the cooperation of each client, with the exception of a crisis situation.

The client is obliged to actively participate in solving his problem, fulfilling the obligations of cooperation, that is, providing information about himself, cooperating with the Social Service in assessing his social situation and following recommendations for improving this situation.

This means that the assignment and performance of cooperation obligations is one of the conditions for receiving social assistance; if a person refuses to fulfill their obligations, the Social Service has the right to refuse to provide basic social assistance (or to interrupt it) – this means a guaranteed minimum income, housing allowance, as well as the status of a low-income or low-income household.

Additionally, the law states that the municipal Social Service has the right to cancel the decision to pay basic social assistance benefits (guaranteed minimum income and housing allowance) in whole or in part if a person of working age refuses to fulfill the client’s duties without good reason, except in cases where child care is provided.”

The answer was prepared by the Daugavpils Social Service: “According to the Law on Social Services and Social Assistance, social assistance is provided to the client by the municipal social service, based on the evaluation of his material resources – income and property – individually predicting the cooperation of each client, except in a crisis situation.

It is the client’s responsibility to be actively involved in solving their problem, fulfilling cooperation obligations and providing information about themselves, to cooperate with the social service in assessing their social situation and to comply with the recommendations of the social service to improve this situation.

This means that determining and fulfilling the obligations of cooperation is one of the conditions for receiving social assistance, or if a person refuses to fulfill the obligations of cooperation, the social service has the right to refuse to grant or terminate basic social assistance (guaranteed minimum income and housing benefit) and the status of a poor or low-income household .

In addition, the law stipulates that the municipal social service has the right to cancel the decision on the payment of basic social assistance benefits (guaranteed minimum income and housing benefits) in whole or in part, if a person of working age refuses to fulfill the client’s duties without a valid reason, except for the case when the person is taking care of a child” .
