The January 1, 2027a new law will come into force in France, requiring the installation of connected or programmable thermostats in residential and tertiary buildings. This regulation aims to reduce energy consumption linked to heating, a major issue in the context of the energy transition.
The framework of the new regulations on thermostats
Since the decree n°2023-444 of June 7, 2023the government has introduced the obligation for all buildings to be equipped with a automatic room temperature control system by 2027. This measure is part of an approach to energy sobrietyencouraging French households to better manage their consumption.
The main types of thermostats accepted include:
- Programmable thermostats : they allow you to define specific temperature ranges depending on the time and day.
- Connected thermostats : controllable remotely via a mobile application.
- Smart thermostats : they adjust the temperature according to habits and surrounding conditions.
Exceptions : only independent heating systems, such as wood stoves without automated power supply, are exempt from this obligation.
The law applies to all types of buildings — individual housing, condominiums and tertiary buildings, whether new or old. Households equipped with boilers will also have to comply with the law, with an annual check of the thermostats during boiler maintenance.
Electric radiators will need to be equipped with thermostats for each room to avoid energy waste and maintain adequate temperatures. In the case of condominiums, this obligation falls on the owners, whether or not they live on the premises, while the tenants are responsible for the maintenance of these facilities.
What financial aid is available?
To reduce the cost of this compliance, the government has set up aid “ Help Connected heating control “. This subsidy, accessible to all without income conditions, aims to finance the purchase and installation of a connected thermostat on individual heating systems. It is granted under certain conditions, in particular if the accommodation is more than two years old and if the heating system is not collective.
