The Traffic Administration intends to call for tenders for the construction of the long-awaited reconstruction of Vojislavljevića Street, the roundabout on Cetinjska and Nikšićka roads, and the new bridge on Morača, which would significantly reduce the crowds at that Podgorica “bottleneck”.
This was officially told to “Vijesta” by the Podgorica Agency for Construction and Development, pointing out that it is an investment of more than 22 million euros.
Vojislavljevića Street stretches through the Zabjelo neighborhood, from the roundabout on Petrovački put to Cetinjsko put, and indescribable traffic jams along it are daily occurrences.
Traffic congestion and the increasing number of cars are the main reasons for the planned renovation that has been talked about for the last ten years.
The Agency explained that in July 2016, the construction of the main project of Vojislavljević Street, from 8. Marta Street to 4. Jula Street, was contracted, which was done by the design company “Via project” and which received a positive review.
“Due to changes in the planning documentation and the need to harmonize part of the project with European Union regulations (Eurocodes), it was necessary to change the main project. The modified main project has been completed, and the revision of the project is in the final stage. The length of the boulevard is 2,800 meters, and the width of the road lanes is seven meters (for each direction of movement, two traffic lanes of 3.5 meters width are provided). The dividing island has variable widths from 2 to 4.5 meters. Along the edges of the road, there is a green belt of variable width of one meter, next to which one-meter-wide bicycle paths and two-meter-wide sidewalks have been designed”, the Agency pointed out and added that, from the accompanying infrastructure, atmospheric and fecal sewage and public lighting are planned.
The traffic lights are also popping up
They emphasized that traffic lights will be built at the intersections of this street with Radosav Burić, Kralj Nikola and Ulica 1, while the estimated value of the works is 14,100,000 euros including VAT. Due to the passage of time, it was necessary, as they said, to renew the process of preparing the Expropriation Elaborate, which was submitted to the Real Estate Administration for certification in May of this year. According to the Agency, they have not yet received a response from that Administration.
They pointed out that in May 2018, the construction of the main bridge project in Vojislavljevića Street was contracted, which included part of this street and the roundabout at the Podgorica – Nikšić intersection.
“The project envisages the reconstruction of the existing bridge and the construction of a new bridge parallel to the old one. The main project was done by the design company ‘Institute for Construction’ and received a positive review. Due to the need to harmonize the project with European Union regulations (Eurocodes), it was necessary to modify the main project. The amended master plan has been completed and positively revised. The total length of the road that will be reconstructed according to this project is 650 meters, with all the accompanying electrical and hydrotechnical infrastructure”, explained the Agency and added that the estimated value of the works is more than 8,000,000 euros including VAT.
As they said, the Expropriation Elaborate was prepared, and it was submitted for further jurisdiction to the Property Directorate in November 2022, in order to resolve property-legal relations. They explained that the tender for the implementation of both projects should be announced by the Traffic Administration, while the Municipality of Podgorica will participate in the implementation of the works according to the Law on Roads.
The Agency stated that in the Capital City development program for this year, one million euros is planned for these purposes, and that these reconstructions will affect the resolution of the traffic jam in this place.
Double bridge and fountain
The report on environmental impact assessment for the reconstruction of the bridge in Vojislavljevića Street and the roundabout on Nikšićka and Cetinjska roads was given the green light by the Environmental Protection Agency in mid-August. According to the Elaborate, an area of 15,600 square meters will be reconstructed, while different types of plants grow on the site, but which are not protected, rare or endangered.
It is emphasized that the existing bridge over the Morača River was built in 1979 according to the then General Urban Plan of Titograd, and that according to the general urban planning and technical conditions (UTU) it is planned to build two parallel bridges with an intermediate space of 30 centimeters. It is clarified that the construction of one bridge was planned in the first phase, which was done, and that now is the time for the second, i.e. a new bridge.
“The planned reconstruction foresees the construction of a new parallel bridge due to the expansion of city streets to four lanes, the total length of which is 114 meters. The architectural project, in the conceptual design phase, plans to install a fountain between the old and new bridges as a variant of the arrangement of the space between the two bridges. The fountain is placed on an orthotropic steel plate that is supported on both bridges and was analyzed as a permanent load during the design documentation phase,” says the Elaborate.
According to the plan, the existing bridge will be reconstructed, and the metal fence, asphalt, footpath will be replaced, while waterproofing, granite curbs, fences, drains…
It also says that there will be construction waste during the works, i.e. material from the excavation, that harmful gases will be released into the air due to the mechanization, but that there will be no unpleasant smells. An increase in the noise level due to machines, transport vehicles and other tools, as well as vibration, is to be expected, but it is stated that it will not be significant outside the reconstruction site…
The main greenery of the gardens
The Elaborate also says that on both sides of Vojislavljevića Street there are houses with gardens, warehouses and other business facilities, as well as degraded and undeveloped areas.
“The location has to the greatest extent changed its natural appearance, degraded and adapted to its current purpose and use. The green areas are the gardens of the surrounding residential buildings where fruit trees usually grow: figs, pomegranates, lemons, tangerines, olives, kiwis, grapevines, walnuts, sour cherries, cherries… Decorative species include hedges. Detailed research was not done, so it is not possible to realistically talk about the diversity of animal species, and during the tour of the location and the surroundings, the presence of protected species was not recorded,” the document states.
It is also emphasized that there are no protected buildings or goods from the cultural and historical heritage in this place.
