Since April 2016, the police have been operating 365 fixed speedometers across the country, which together with 160 mobile devices make up the VÉDA system, which is well known to motorists. The trend is similar in all countries, this summer 1,700 new, modern speed measuring devices were put into operation at around 500 points in Croatia.
The fine can be avoided in a simple way: you must not exceed the speed limit!
Still, there are always drivers who know how to cheat these image recording devices. They use crazy tricks, we’ve already seen James Bond-inspired rotating license plates, but there was a Russian driver who changed his license plate with a used chewing gum.
This is quite transparent, the modified frame and other covering solutions are easily noticed by sharp-eyed law enforcement officers during a road traffic check. What’s the point?
The license plate (just like the traffic signs) is an aluminum plate coated with a reflective film. The reflective film used is described in the MSZ 9620/8 standard. The manufacturer must certify the controlled quality with a mark punched into the back of each license plate, which contains the name of the distributor of the license plate, the name and address of the manufacturer, as well as other data regarding the production and the raw material.
However, if the numbers are covered with a reflective film similar to the character, it will appear white in photos taken with a flash, rendering the license plate unreadable. It is not noticeable on an average inspection, and there are opinions that it is not actually a cover.

Unfortunately, this suggestion does not stop, because the intention is also an important factor for the police. If it turns out that someone has placed foil on the license plate in order to make it difficult or impossible to recognize it, or if, after the intervention, the license plate does not meet the relevant technical regulations, then the intervention (e.g. intentional rewriting or covering up of characters) in itself may be suitable for establishing the crime of misuse of a unique identification mark, which is punishable by imprisonment of up to 3 years, in violation of § 347 of Act C of 2012 on the Criminal Code.”
