President of Ukraine Vladimir Zelensky said today during the visit of the President of the European Commission Ursula von Leyen to Kiev that the Ukrainian “plan for victory” in the war against Russia depends on quick decisions made by the allies this year.

At a joint press conference with Von der Leyen, Zelensky said that Ukraine plans to use the proposed multibillion-dollar European Union loan to purchase air defense, energy and domestically produced weapons.

He pointed out that US President Joe Biden is the key figure for the realization of the “victory plan”, which, as Zelenski said, the two leaders will discuss when they meet next week in the US, reports Reuters.

– Most of the decisions from the plan depend on him (Biden). And from other allies, but there are certain points that depend on the good will and support of the USA – said Zelenski.

He has regularly reported on the preparation of the plan, but has given little indication of its content, indicating only that it aims to create conditions acceptable to Ukraine after more than two and a half years of war in that country.

– The whole plan is based on the quick decisions of our partners. The plan is based on decisions that should take place from October to December, and not on delaying these processes – said the Ukrainian president.

Today, the President of the EC arrived in Kyiv, where she will discuss with Ukrainian officials European support, Ukraine’s readiness for defense during the winter and progress regarding G7 loans.

Yesterday in Brussels, von der Leyen announced that the European Commission will additionally allocate around 160 million euros to help the energy system of Ukraine, which includes 60 million for humanitarian needs and 100 million for repairs and restoration. She stated that this amount will be secured from the income from frozen Russian assets.
